Resurrecting Freeza for the Tournament of Power makes no sense without Resurrection 'F'. With Buu sleeping, the question becomes "who's the next strongest person we could get?" With Resurrection 'F', the answer is obviously Freeza, because his new form is equal to or stronger than SSB. Without Resurrection 'F', the answer is obviously Dabura, or Yakon, or Cell, or Android 16, or even Yamcha or Chiaotzu, because the humans have to be stronger than Freeza was if they're able to hang with the base Saiyans at this point. Turning Freeza's power-up into a plot twist completely removes the entire reason for bringing back Freeza.
Also, I've rather enjoyed seeing Freeza's character development across the three times he's come back. His Resurrection 'F' characterization doesn't feel like a speed-bump at all, rather it feels like a natural evolution of Freeza's previous characterization, and him right now feels like a more drastic and surprising evolution. I also love seeing the contrast between his interactions with Beerus in Res 'F' and his interactions now that he's had time to slow down and think about where he went wrong.

Especially since Frieza has breen brought back & Buu's continued appearance in the cast even if its just Fat Buu really marks how long he's been gone.
I'd like to see him again.
A common criticism I keep hearing is how repetitive it is to use an old antagonist. Not I agree with this, since I do think Cell can be a viable threat & Freeza getting re used for 4th time it only seems fair to give Cell a chance. Then again I also want the next arc to focus Buu. Really tired how many times they blue ball the Buu fans.
I'm not sure how much Cell would be able to carry considering his fairly shallow motives and sort of standard personality, but honestly Freeza's getting very, very overused so I might actually appreciate some more Cell.

They can imbue so much charisma into a character it makes them feel so unique.
Like I watched the TFS top DBZ villains & they mentioned how Super Buu after absorbing enough people became a Cell rip-off & I can see that as he's like Cell with no charisma.

I do like how Cell is the culmination of the gang getting screwed over by Super Powerful Genetics which has for a while been their means of victory.
What I don't like is how his healing factor basically means no attack will have a lasting effect till the story just decides he's done, though it's really Buu who takes it to the fullest extreme.

I agree with cutting RF, but that doesn't work for TOP because getting God-level while dead is pretty obscene and the characters have even less reason to think he's a powerful contendor for the tournament.
If you want him to be in the TOP without RF existing, then you'd have him still revived but spend those arcs training off-screen to better justify his power AND his more cautious approach in the TOP. Then have Beerus find him and force the team to accept him, because it makes more sense coming from him who doesn't care about Freeza's morality and since Freeza is alive he has WAY more reason to care about the universal erasure.
Also, debuting Blue against Black is another idea I had (I have my own draft of how I'd handle Super, if anyone is interested in more detail) which could even work with Black discovering it first and being in the inspiration for Goku and Vegeta. But that makes Hit REALLY weak which doesn't work well for the TOP so I decided it'd be better to debut Blue in Goku's fight with Hit.
I'd prefer not bringing back any dead villains for the TOP, really.

I had also thought of that, originally.
However, I like the idea of 'Blue' simply being the permanent God, which stats as a ritual only form. Goku and Vegeta learn to use their previous full power without transforming, freeing Super Saiyan to be used to draw out the God power they absorbed and made part of themselves.
So SSB (i wouldnt have it be Blue) = SSG but at-will.
That's what I initially believed Blue to be, but instead it's Super Saiyan + God which is just too much escalation. I like the idea of getting a new form for practical reasons rather than escalation.

I understand your reasoning. That of course, still raises the perennial bugbear of how Vegeta was able to pull it off at all, but that's something that's been glossed over since Ro F.

I'd definitely save Kaio-ken SSB (or, SSG or whatever) till way after Hit. I'd have Goku fake out Hit's time stop some other way, like with the Afterimage or what have you, and fight him that way, instead of just overpowering it. You could even have Hit be a Glass Cannon and the fight be a puzzle fight as Goku seeks to decode Hit's technique, or have them be roughly even.

Maybe some slight changes in hairstyle, like God has sone slight changes to Goku's base hairstyle.
Can't pull up images for it on my phone right now. But the idea is to make it look like God and Super Saiyan traits mixed together.

I don't usually begrudge things like that but I will say that Cell is my favorite Dragon Ball villain. The whole mystery and tension surrounding him hunting down the androids was great. Watching it on Toonami I still loved it even though I knew exactly what was going on.
