That's exactly what it was (power level obsession).
We now know otherwise with U11 and U2, the universes with the highest mortal levels of the 8 competing in the Tournament of Power, being depicted with tons of bustling mostly peaceful metropolitan cities. U2 even banded together in Kumbaya, love, and hope upon learning that their Universe was in danger.
Combine that with U9 being depicted as a universe of slums and broken down cities, which erupt into unstoppable and uncontrollable rioting upon learning that their Universe is in danger, and it's pretty clear that Mortal Levels refer to overall quality of life in said universe.

I preferred the manga version of Hit's fight overall. There were things I liked in the anime - Hit's 'growth' as Goku kept pushing him - but much prefer that the manga kept the God transformations feeling strong and didn't have Hit stay at the same level of power despite Goku having multiple power-ups.
Also, God didn't beat Hit's timeskip in the manga - it shortened it, but was not powerful enough to completely ignore it. Hit also wasn't at full power and was confident his full power could stop God, which is why Goku transformed to Blue.
I know right? I think it helps that he apparently skipped a lot of the filler.
Still though I honestly think he'll be caught up just in time for the next new episode.

You think so? I liked that battle because even though Goku had the newest cool powerup they put several things in place to make it feel like a legitimate fight and not a curbstomp. Goku's dodging is great, but his strikes are weak and unable to do much damage to Kafla. Making things worse, he's rapidly running out of energy, so if he can't finish things with his next blow he'll lose Ultra Instinct and get creamed. Then Kafla unleashes her laser lightshow attack, completely filling the arena with lasers that will instantly kill Goku if one of them touches him, and they are shown getting very close, grazing off some hair. And then finally "can't dodge in midair", which Goku gets around with one siiiiick and creative maneuver.
All of that is probably ruined by how Kefla feels like she shouldn't be a threat to him at all, but is because of nonsensical shilling. That and I'd imagine that a lot of people were burned out already by the nonsensical fight between Goku and Califlau and Kale beforehand.

It was still a curbstomp or at least near it. The moment Goku reached UI there was no hope for Kefla, she could not harm him & once Goku realized how to defeat her he went for it with laser precision being functionally unstoppable with Kefla's strongest attacks only able to do mere scratches. The fact it was an incomplete UI not the one he used with Jiren prover out of her league Kefla is.
It was an ass-kicking of legendary proportions.

That does seem to be what they were going with. It was mentioned in the manga that the universes participating in the tournament either had a level that was stagnant or worsening, and Universe 9 was said to have the lowest one and called a "garbage dump" or something.
