I mean, it's undermined by all the other characters being fucking idiots but it's a character doing something fairly reasonable while not too powerful (Cell is delayed but totally undamaged, for instance). I'd probably have Tien outright die from the strain though.
Goku already has about a dozen other things on them not to mention he's not going to even use it for the rest of Z. All it would do is make it more reasonable that they could act as backup.

It would make a couple things like Tien's stalling moment easier to swallow (though personally if I made DB I wouldn't have battle powers explode like they started to with Freeza and I certainly wouldn't give someone a 50x multiplier form with barely any drawbacks).

Plus that's not really their fault: it's just that I feel like Toriyama never knew what to do with those guys, but still insisted on involving them in big fights.
And then what? Cell eats 18 and wins since Trunks and Vegeta don't come out in time to make him wonder how they got so strong?
Plus, I get that some people are annoyed at Tien being overhyped, but again, in an arc where damn near everyone was tossing around the idiot ball, Tien is the only one who takes a course of action that doesn't have any detrimental effects (and in fact helps the situation). Yes, it's ultimately irrelevant, but that's not his fault, but literally everyone's fault but him.
At most, it's incredibly crazy that the Kikohou is that strong, but the mechanics behind it has never really been explained (why is using your life force more powerful than using your normal Ki?), but I'm ok with that.
But we're not here to talk about Tien, and I get the feeling we won't agree, so lets just say I win and leave it at that.
Also I belive that Tien uses the *Shin* Kikoho for the first time in this fight. So it might be significantly more powerful than the regular Kikoho.
As for why moves that take your life do extra damage, same principle as Ramming Always Works.

The Humans and Piccolo literally accomplish nothing until Goku shows up. The Saibamen are disposable mooks and are just there to fill time and kill Yamcha, and nothing anyone does to Nappa matters whatsoever because he's still able to fight Goku perfectly fine once Goku shows up. The Saiyan arc also starts the shitty trend of Goku being absent for large sections of the story while the side characters accomplish nothing of value waiting for Goku to finally get there and solve all their problems. He doesn't beat Vegeta by himself, but Vegeta wasn't an active threat until after Goku got there.
Say what you want about Super's writing consistency, at least Goku is treated as the main character and is present throughout the arcs. You don't have Black hospitalize Goku for most of the arc while Vegeta, Trunks, Krillin, and Piccolo hold Black off until Goku recovers to Deus ex Machina the threat away. Goku takes an active role participating throughout the plot here, which is more than I can say for the first two arcs of Z.

oh, don't get me wrong. I love the Saiyan arc. I'm just poking some fun at it.
Honestly nothing in this series rubs me the wrong way so much that I dislike it (outside of Super, which has a lot of things that I dislike but overall enjoy nonetheless).
I find it hard to say which is my favorite arc in the series. The Saiyan arc is so good, but the Namek saga is godlike levels of iconic, but the Cell Saga is so epic and the best finale...
but I think my favorite arc might just have to be the beginning of the Buu saga where Gohan becomes the Great Saiyaman. We hadn't seen such low stakes enjoyment since the beginning of Dragon Ball, and it was a refreshing change of pace. Not to mention the fact that I love Gohan's characterization and his relationship with Videl.
