Either Goku eventually wins against that character or nobody does. He beats Hit in their rematch (and Goku has lost matches to a lot of people he eventually beat in a rematch). He doesn't beat Zamasu but Zamasu isn't really killed by any of the actual cast.
The exception is Beerus.
It's not that Goku wins every fight he's in it's that at basically no point since he passed Master Roshi has he ever been anything but the strongest relative player on the good team. Now, in a power system with more variety this isn't a huge problem but in DB there aren't really specialties and it's more that the strongest bloke makes everyone else useless 99% of the time.

"And when the last law was down and the Devil turned round on you, where would you hide, the laws all being flat?"My theory with Vegeta is he does manage to unlock UI in his attempt to fight Jiren, and puts up a slightly better fight than Goku did the first go around since he leans more on the "physical attack" spectrum, but ultimately lose and gets eliminated since he isn't able to dodge/counter Jiren's attack like Goku could.
It would at least match Whis' evaluation of Goku and Vegeta's fighting style back during the Resurrection F arc.
He didn't beat Veggie in their rematch...didn't really rematch anyone else in Z.
Actually, that only applies to Ten, Piccoro, and Tao...mostly early DB.

The whole reason Vegeta allowed himself to get possessed by Babidi was because he realized Goku was still stronger than him during Goku's fight with Yakon. And even after the fact, Majin Possessed Vegeta was only, at best, able to fight on par with SS 2 Goku.
They were even at SSJ 2, but Toriyama hadn't come up with SSJ 3 yet.
In universe, we can look at it as Goku...well choosing a shitty time to sandbag and play to Vegeta's pride.
In a way that makes it worse. Everyone else loses and gets beat in order to build up hype for Goku...who fails anyway. So what was the point of the rest of them even losing like that if the guy they were losing to hype up fails as well.
Though it does work pretty well at times: Goku vs Cell for one thing, where Goku is there to build up to Gohan taking the stage. Goku vs Hit is another example. In the end, even if he lost, it was on his terms, and by his own choice.
