My take on it as that Trunks insisted they stick around, and they just started insinuating themselves into Capsule Corp. IIRC there's at least one point where she's irritated that Pilaf is meddling with her inventions, but allows it to happen because he's good at it.
As for Mai, my only problem with her relationship with Trunks is that they don't do anything with it. Fluff if nice, but just having her around to have cute moment with Trunks (or Future Trunks) makes the elephant in the room more awkward, especially when every once in a while they run a "Pilaf Gang pathetically tries to take over the world" episode. If they're going to have them keep their real identities a secret, maybe have someone find out. If they're going to have them still scheme to take over the world, then I dunno, have that make the jump to an actual (comedic) plot point of one of Super's actually-rather-decent slice of life / comedy episodes. If she and Trunks are going to be an Official Couple, fine - just do something. If they're going to use them as recurrers, then they should actually write them that way. If not, then they shouldn't bother.
I mentioned a few pages back that while I like the current Pilaf Gang, a main problem I feel they have is that they're just... there, and the series doesn't seem to know whether they want to weave them back in fully as supporting characters or not, so they're trying to make some odd place between supporting characters with running gags attached and straight up walking gags, and it's... off. Mai and her relationship with Trunks are the biggest sufferers from that sort of thing, because the fact that it's a really awkward situation is never really addressed at the same time them being adults in kids' bodies gets jokes attached to it. I assumed they were going to do something in the Future Trunks arc (in particular, I got the idea that Bulma knew but wasn't saying anything, which would've been fun), but then it never happened.

Then again 18 still has her generally snarky & uncaring self so that reasoning may be a bit bunk.

Damon and Gamisaras were hinted at at least 3 times before 119, even if they didn't ring-out anyone til then.
- Tien sensing them before the tourney began
- Faint footsteps when Hit took an unconsious Kale away from Jiren
- Faint footsteps when the various fighters stepped up against Jiren after Goku exploded
Still though, it could've been more fun if they were actually fighting others instead of just running all over the arena undetected. And if they wanted to play it safe they should've stayed undetected, that way U4 could've lasted til the end. Poor Shantsa too, his illusions combined with Dercori's magic could've been unstoppable.
