The Japanese title is "Dragon Ball Z: Dragon Fist Explosion!! If Goku Can't Do It, Who Will" which... kind of leads me to believe they made a movie solely to hype up an attack.
This song needs more love.Wrath of the Dragon is just the dub name. They wanted something less wordy than "Dragon Fist Explosion! If Goku can't do it, who will?" that sounded cool.
Naming it after Tapion is fine, but something like "Warrior of the Flute" is really misleading given that Tapion does next to no fighting.
They actually came up with the titles first, as hype, then decided what the plot would be. It's possible they didn't even know Dragon Fist would be Goku's attack.

Also, on beating meta Cooler - it doesn't make sense for them to have more energy than the Big Gete Star can handle, what with the star able to mass produce guys stronger than Goku and Vegeta - but it's a damn cool scene and Cooler's freakout is great.
Fifth form Cooler is indeed awesome. it's great to see Toriyama do designs outside of his usual fair, showing how versatile he can be as an artist.

My various fanfics.I'm going to come right out and say it - the dub titles for the films are almost always waaaay better than the Japanese ones. For one, it's usually more clear what they're referring to.

That actually makes me like the design more. It really emphasizes Cooler's Black Sheep status (since he lacks the superficial politeness of Frieza and his father in the original version I've heard).
Him have an actual extra form (as opposed to revealing his true form) and one that's far more physically intimidating than his brother highlights the differences between them pretty well.

Yeah simplicity especially is better when dealing with titles. Light novels have this issue too since a lot of them are having a dick measuring contest to see who can call the longest sentence they can come up with a title.
Indeed its a very impressive design. It has a lot of symbolism when you think of it like that.

I remember reading an article about an LN competition (it was an article about how one company had ended up banning the Isekai genre) and the title of one winner was about a paragraph long and read like its Tv Tropes entry I kid you not.

◊. While I like him growing bigger, from this design I always thought Cooler might've been intended by Toriyama not to drastically change in size. Which would have been interesting.
