I'm impressed he did it for this arc, but I have doubts if it will last past the tournament.
Roshi's always been at his best in Tournaments (with a few small slip ups), and the stakes of this particular one forced him to learn some discipline, but once the threat of universal annihilation is done, I'm expecting him to backslide so far back, he's goes back in time to before his master died.
I mean, technically Roshi can grab any woman he wants. He's invisible to 99 percent of the planet's population when moving fast enough. All he has to do is spend a day away from the rest of the gang and no one could stop him from being a molest-o-matic.
My various fanfics.Roshi was fully solid from the second OG dragonball arc right through to when he retired after the King Piccolo arc. Every arc has him doing fine because he seems to grasp that there's no way he can catch up (until the Tournament of Everyone But Tien Does Amazing)

He's got the Lightning Shock Surprise, Lullaby Hypnosis, Rock, Scissors, and Paper Fist, Drunken Boxing, the wind move he uses to eliminate Yamcha, pressure point hits, Afterimage, Kamehameha, his buff form, and the Mafuba, all as move options.
Ultra Instinct isn't locked to Saiyans, but it's extremely difficult for even Gods of Destruction and Angels to master.
Also, by itself it shouldn't pose a massive power increase.
The form Goku uses that GRANTS ultra instinct along with a massive increase in power is likely Saiyan-exclusive, since non of the othet UI uses display those traits and transforming is kind of their thing.
Because Vegeta's spent his entire life post Namek chasing Goku. Hence whereas Goku expands to new horizons Vegeta's always there, a step behind never courageous enough to overtake for fear that he'll just fall further behind.

Goku discovered Super Saiyan by acccident.
Vegeta discovered Grade II.
Goku mastered Super Saiyan.
Gohan discovered Super Saiyan 2.
Goku discovered 3, and was taught how to God.
Goku and Vegeta both reached Blue together.
The manga even has Vegeta come up with God-Blue on his own.
And Goku comes up with Mastered Blue/Blue Kaioken and stumbles his way into Ultra Instinct. Vegeta never uses Grade II or God-Blue after he first discovers them because they both suck and are inferior to Super Saiyan 2 and Mastered Blue, respectively.

Doesn't change that Goku didn't discover Super Saiyan 2.
All the Saiyans follow basically the same progression because the Saiyan forms are designed to have 'one best way' of moving forward.
It's much less "Goku is a pioneer and Vegeta follows" and more of all the Saiyans just being willing to use what works. Gohan's sentiment is cute but has little precedence in how they've gained power before, and we've yet to see him gain anything new.
