That narrator part was in the original too wasn't it?
Though I think Dub narrator was way more annoyed than Japanese Narrator was.
One Strip! One Strip!Goku used to be a naive good guy. Now he's just kinda Stupid Good.
Really he's more like wonder woman, just as likely to befriend his enemies as he is to defeat them.
So a random youtube comment reminded me of a word I don't see used too often: Omnifarious (oddly relevant considering the character that used the word was from a show that was later a DC property.) Superpower wiki classifies it as shapeshifting, but its actual definition is "Many forms or variations" which makes me realize I can now sum up my problems with Z into one word. So that's fun.

I thought I was the only one who remembered that episode of
Static Shock.
Hmmm. Dragon ball has been many things: Adventure, Martial Arts, Comedy, Science Fiction, etc, etc. I suppose that's the problem when the Author has no real direction in mind, but it wouldn't be the series it is today if it had stuck to one thing either.
One Strip! One Strip!Goku can teleport. Anyone who can teleport is automatically the fastest in the universe.
Burter's claim never held any water anyway. Both Ginyu and Freeza were faster than him. And since Guldo could stop time, he was technically faster than all of them combined.

Yeah. Burter claiming to be the fastest in the universe was always odd when the author had established that the one with the most ki was both the strongest and the fastest.
One Strip! One Strip!I rationalize it as Burter was the fastest when it came to general movement like he could race around the planet faster than Ginyu or Frieza, but he lacked the reflexes to fully utilize the skill in combat. Mostly it's because I liked the idea that the Ginyu force was the best example of how power levels weren't everything, even within the Frieza force. Guldo was weak in power but had hard to counter techniques. Recoome had durability, Burter couldn't be outrun, Jeice had powerful ki attacks, and Ginyu could steal bodies, all of them were threats for things that didn't directly related to their power level. Goku trumping them showed that he wasn't just stronger, he was also faster, more durable and better with ki thanks to his training.
Again, Dyspo seems legitimately faster when it comes to getting from point A to point B, but Jirens weird "If I can see it, It's punched" technique is probably faster than Dyspo can ever hit something. And Goku's Ultra Instinct is fast enough to counter Dyspo, but it could just be a reflex thing.
Basically, DB seems to work on the logic of Speed and Agility being two separate stats.
They pretty much are...
Being fast doesn't mean you have god like athletic ability and reflexes....
