I mean, oftentimes, writers see a character one way, and write them another, but to purposely derail your own character is very odd.
He claims Goku is not a hero, but a selfish guy who mostly fights for himself, but he often had Goku opt to help people right in front of him (and I'm not talking about Filler either, because he did it for both Suno's village and Upa when Bora was killed).

Why is Champa fat and Beerus isn't? Beerus seems to be constantly eating.
^ I think that has to do with the Japanese idea of heroism. Goku doesn't go around seeking wrongs to right.

He didn't like anime filler or movies or something making Goku out to be a "hero" so he decided to course correct or something.
That, and it's been like 30 years and he honestly has forgotten a lot, so he might actually have forgotten how he wrote the character himself, though that's just speculation on my part.
Maybe Beerus is just lucky?
As for how Toriyama views him, maybe somebody should pull up an interview just to get confirmation and all.
