In the movie yeah, but when he came back in GT he was basically Gotenks 2.0.
But when you think about it, arrogance was always used an "out" for why the stronger characters always drag a fight out.

With GT Gogeta the arrogance was part of the plan too. He got Omega to use his Negative Energy Ball which he then converted to get rid of the negative energy. He planned to kill Omega right after that.

Whis, to a lesser extent, had to backtrack on his assessment on Caulifla's Good Old Fisticuffs fighting style. Once he realized that Goku and Caulifla were gradually keeping the same pace in their Ep.113 spar fight, he theorized that the fight was riling the latter's potential.
You know, for how much the first half of the Tournament's focus and eliminations have been on U7, U6, and U11, Universe 6 might not even crack the top 10 like originally thought. Unless, of course, the Namekians have their anticipated trick, or hide out in the same place as the U4 bugs.
Here's a thought: As cool as it was to see Goku take a page from Aang with his ball surfing, it...kind of...made...Evolution Goku's airbending...not so..."farfetched". I'm sorry.

At this point I wouldn't be surprised if the final 10 consisted of Goku, Vegeta, Gohan, Piccolo, #17, #18, Freeza, Jiren, Toppo and Dyspo.

Sure, you can call it plot mandated bullshit (which it kinda is) but it takes a certain piece of work to lose a quick draw contest (where your aiming at the other guy, and the other guy is aiming at the planet) when you already have you gun drawn.
