I think their question isn't "Why is Present 17 stronger?", but more "Why doesn't Future 17 have ridiculous gains from years of fighting as well?"

Present 17 was training, all jokes of fighting poachers aside, he probably did some other forms of training. Future 17 and 18 just slaughtered things.

Also who's to say Future 17 and 18 didn't get stronger? It's just that how strong they were after that still paled in comparison to how they were in the present.

Manga author Akira Toriyama (Dragon Ball, Dr. Slump) hit a bit of a snag this week when he and 11 other Japanese individuals were named in the Paradise Papers, a leak of millions of corporate documents related to overseas investments that purports to expose how the wealthy shelter their income from taxation.

According to sources, Toriyama had invested in an American company that specialized in real estate, specifically leveraging borrowed money to purchase 2nd hand apartments. The company came under fire in 2005 when federal tax authorities determined that their methods of accounting (which involved declaring losses through property value depreciation) didn't meet proper regulatory standards. A Supreme Court case in 2015 ruled that investors could be held liable to pay taxes on these investments.

When questioned about this wrinkle, Toriyama declined to comment, stating: "Because of my hectic schedule, I'm leaving the tax-related questions to you, and so I don't have anything more to say about it."

Toriyama is a tax evader.

He's a Super Saiyan 2, and not as much time has passed? Though, he did unlock Super Saiyan Berserk or whatever that was. Give him time he probably would have leapt from that to Super Saiyan Blue without even realizing it.

I misread. I thought the person I was responded to was asking why 17 gained more than Future Trunks over the years. What manga have you been reading? 17 was always a Super Saiyan 2.

I definitely think the Grand Priest has his own agenda here. One speculation I've heard is that the tournament being specifically 42 minutes long is because that's the upper limit on the Grand Priest's time-reset, and he's going to use it at the end to restore the universes to teach his boss a lesson of some kind.
