One speculation I've heard is that the tournament being specifically 42 minutes long is because that's the upper limit on the Grand Priest's time-reset, and he's going to use it at the end to restore the universes to teach his boss a lesson of some kind.

I think their question isn't "Why is Present 17 stronger?", but more "Why doesn't Future 17 have ridiculous gains from years of fighting as well?"
