Also, what's "too long" or "too short" will depend very heavily on how interested you are in the characters we're seeing or what's going on around them.
It's not strange to want more eliminations or think more should have happened at this point when that's the entire point of the tournament.

Yes, one character could not have a backstory sufficient for the tournament given to the audience over a period of four episodes. They'd be pushing it if it took TOEI more than twenty minutes(not that I doubt drag on ball TOEI to stretch something out).
Look at it this way. Super saiyans existed before Freeza. There hadn't been one in 1000 years, but they weren't new, just in drought. Nameks comparable to Freeza existed before the planet's cataclysm too. Super saiyan god existed before Freeza, Majin Buu existed before Freeza. That he was a nigh universally feared virtual dictator doesn't mean his power level was insurmountable. Freeza himself, in the very volume that introduced him, realized that his defeat was possible, either from numerous saiyans ganging up on him during a full moon or a super saiyan's emergence.
From the other direction, you say that great pains were taken explain how fighters stronger than Freeza had been taken, as if similar effort wouldn't go into one new fighter? That the very idea of doing so devalues the cast, as if the half dozen fighters, as of the pride troopers, able to push post god Goku to super saiyan or higher without any sort of transformation or special technique of their own part hasn't made the main characters seem less super special already?
Yo! Son Goku And His Friends Return was barely thirty minutes. TOEI spent much longer than that on the tournament of power's recruitment. Freeza spent four months training and surpassed all of Goku's post namek training, during androids training, before Buu training, before Beerus training, with Whis training efforts. Saying something got stronger than chibi Trunks in a decade, maybe a little longer, wouldn't devalue the main cast at all, not after four months. Even if it was as strong as super 3 Gotenks, Vegeta already showed he can beat that without transforming now, so it'd still be much weaker than Goku-Vegeta-Gohan-Freeza-Buu, who would the top half of the ten man team.
And that's if we were simply going back to that well, the vacuum created by Freeza's death. It could easily be explained by such fighters not emerging simply due to Freeza recruiting or eliminating potential threats, until one got by and did him in. TOEI, Toriyama? I don't know whose input it was but when younger kaioshin said he would be scouring the planets for power levels, he was chastised by Beerus for not knowing already and told his lack of knowledge was why universe seven had such a low mortal rating. hat was a prime chance to drink from that well. Grand priest and the all kings themselves said they were surprised universes with such low mortal ratings could produce so many spectacular fighters, so they clearly knew even less than the younger kaioshin. With that setup, one good candidate in all of universe seven wouldn't have been lazy writing, it would have been a logical conclusion.
Remember that as is, Goten and Trunks not being on the team in favor of the human fighters is lazy writing. That their tricky attacks somehow take precedence over the kid's ability to transform and fuse. I'm not suggesting that somewhere in the depths of seven's space, just in time for the tournament of power, is yet another rival for Goku, just that when facing the end of their universe the gods managed to find an objectively better choice than chibi Trunks.
And the ten year+ no Freeza gap is just one plausible way of going about it. If that's not plausible enough for you, the androids were easily the result of an even longer period of research and development. Freeza terrorized the universe at large longer than Goku fought the Red Ribbon Army. A stronger than chibi Trunks fighter can easily be fifty years in the making, if that's what you really want. The ancient super saiyans, elite warrior nameks of old, Majin buu, the demons, the gods themselves, they can be catalysts to a new fighter thousands, even millions of years coming, if that's what it takes to satisfy you. Not even necessarily stronger than Freeza for thousands to millions of years either, they can still have only started reaching higher than chini Trunks heights while Goku/Vegeta were fighting Buu, or, Beerus, or Universe Six, or Zamasu.
It still works. Elder Kaoishin himself had no idea the planet of the metal men existed until the Universe 7-6 match. If one of them was half Mageta's strength, they'd be a better choice than kid Trunks. Such a missed development can still tie back into universe seven's low mortal rating being the gods' failure to properly document mortals. Again, they don't even have to be on the level of Goku without his transformation or kaioken, only better than kid Trunks, which is a lot of wiggle room. Even if they are better than super 3 Gotenks, if that's all they are it still puts them in the bottom five if post training Freeza and post training Buu are also on the team.
