Is that because of Toei, or because of Toriyama?
I'm assuming the full blame is being put on the former.
One Strip! One Strip!I guess it has. I haven't really been keeping track of how much time was passing between arcs. I suppose the reason is that going Super Saiyan 2 required a high stress situation, and it's been pretty peaceful in Universe 6.

If they'd been willing to use Goten and Trunks instead of Roshi and Tien (or just kept Future Trunks around) they could've kept Buu and not needed Frieza.

They really, REALLY dropped the ball with Super Buu. If they'd stopped fucking around and used Super Saiyan 3 from the get go, maybe they'd have...no, no they wouldn't have. I forgot Buu was just fucking around until Gohan showed up.
Then again, maybe they would have pulled it off. I don't know. The Super Ghost Kamikaze attack did wreck him pretty good, and Piccolo even got them to destroy the chunks afterwards. If not for him flat out cheating by regenerating from the smoke, that would have been it. Add in the greater power of Super Saiyan 3, and maybe things would have been different.
One Strip! One Strip!The difference in power from recruiting the kids over the humans would be negligible at best and the skill gap is too great. The humans all defeated opponents stronger than they were, and took out multiple opponents each. The kids wouldn't last 4 minutes in the Tournament of Power, inexperienced as they are. Notice that none of the other universes brought any children to the battlefield.
All of that was made up by Super to justify using himans over the kids, it's a load of crap by any other measure.
We saw from the manga how the kids aren't held back much from skill when fighting with their peers, and they're obviously way more powerful even without fusion.
Despite the Copy Vegeta arc, I doubt Super thinks Gotenks is really that weak even if they're bullshitting the humans onto base/Super Saiyan level. I can see them sorrly underestimating the defused kids, but that's just one thing making Super inconsistent to the manga - it's not a defence, it's a flaw.
Of course, I'd still expect Goten and Trunks to botch it.
They have both the power and the potential, but...well, they're kids. They'd fuck up because they fucked up before.
But in terms of strength, yeah, they should have been there, and this is from someone who likes that Krillin and Tien and even Roshi(who kinda made me a believer) are there. Krillin did well before getting cheap shotted, Roshi actually had some character development with his overcoming his weakness towards women (making me think of his world tournament days).
Tien...took out one dude, which I suppose is better than nothing. Feels like he's just there to fill a slot more than anyone else really, but he's luckier than Yamcha and Chiaotzu I suppose.
