I'm still waiting for Towa and Mira to appear in the series, or at least get a fun OVA.
I think people just have a problem with the Androids is that they are not that interesting or believe technology is some sort of cheating . I love them, but they don't offer the complexity of the Saiyans and Frieza's race. (Let's face it, this is a fandom that loves to imagine things and write their own stories.)

Sure, 17 and 18 were the biggest dogs in the yard, but only for a short time. They were surpassed by 16, Piccolo, Vegeta, Trunks and most tellingly, Cell very quickly. Well, ok, Piccolo only equaled 17, but still.
I can't fully blame Toriyama for this, as it was his editor who disliked 19 and 20, and then 17 and 18 enough for Toriyama to abandon whatever plans he had for them (and the kind of strategies that would have been needed for enemies who have unsensable power levels) in favour of Frieza II: Electric Boogaloo with Cell.
The point is, even if they all went Android, they would still be behind. Even if they went Android, and then learn Kaioken, they would STILL be behind. Even if they went android, learned Kaioken, and got Old Kai's hidden power awakening ceremony... guess what?
The gaps are too big. Of course, they can't go android, because as smart as she is, Bulma couldn't make heads of tails of 16's design. She could repair him and remove the bomb with her dad's help, but that was apparently it. She can't replicate anything he did, obviously to eliminate the question of why none of the other fighters have undergone android modification.
Well, there's also the fact that they are all proud warriors and shit, and (for whatever bullshit reason that is associated with such things) wouldn't want to change themselves like that. Whatever justification they need to keep those guys centuries behind Goku and the other...and lets be honest, Toriyama didn't need much justification because they have all always been behind Goku.
At this point, expecting the humans to catch up somehow isn't going to happen, because the very nature of the series (the more ki you have, the more powerful you are, and not having enough ki means you're done like dinner), combined with the fact that Goku is an alien who was already far stronger than most humans, and just got even more powerful as the series went on, means it's just not gonna happen. We'd need to go back and alter the very rules of the universe to make it happen.

If they ever gave the humans some weird powerup of course it would be enough to allow them to hang ten, because the very fact that they bothered to spend that time on them means that they wanted to use them in the plot in a fighting capacity. How arbitrarily wide some gap is doesn't mean anything in the face of the needs of the plot.

But I guess that means they were never meant to be able to keep up since Toriyama has not tried to find a way to keep them competitive.
Though I imagine he'd have a hell of a time trying to do so now.
