This is true. As a long time Wrestling Fan, I should know this, but the term has, like so many other terms, become so corrupted over time that it ends up applying in situations where it shouldn't.
Though I think that even if you win matches, you can still be job to another wrestler, even if you aren't a regular jobber. I'm almost positive of that.

Especially Sean. I still remember when Shlugo criticized Goku's English voice & said that Sean was phoning it in but Goddamn once again he proves he is absolutely putting in his all. He truly is the English voice of Goku.

A wrestler who routinely loses in order to build the credibility of other wrestlers; referred to as "enhancement talent".
Being a jobber isn't about losing, it's the pattern of losing. Like, Vegeta might be considered a jobber since he's often used to build someone else up (though he gets a lot of wins so he doesn't fully qualify), while Hit losing against Jiren doesn't make him a jobber because it is a single loss.
