With the second half of the tournament begining to reveal everyones wishes, I feel like the scene where gohan was looking at his opponents family locket as it got erased is foreshadowing him being the one who will want to wish all the universes back... or wish their planets and people all to universe 7. He's the only one who seems like he'd care about restoring all of them.
Wishing the losing universes to become part of Universe 7? Good idea. Zen'o promised to spare the winning universe, it just happens to have the loser planets in it

That just seemed more like him accepting that this is the way things have to be.
I'm not really going to be invested in the "bring all the universes back" discussion until I'm given a half-way decent reason to explain why Zeno won't just erase them all again, and the universe of the one who tried to pull the stunt for good measure. That one question is so pivotal to all of this and yet even when (finally) they bring up using the Super Dragon Balls to bring everyone back to don't even mention that.
Because clearly subverting his will would go over so easily...
Honestly I have no doubt the erased universes are going to be restored. I have serious doubts about it actually happening in a satisfying way however, which is the real issue.

Wishing the people of planets and people of the losing universes wouldn't be going against xenos will, the whole problem was the low mortal level, and the tournament was to allow one universe with a low mortal level to be spared. Moving everyone to the winning universe would not only not go angainst that, it'd likely increase the winning universes mortal level, making it the ideal wish to make the hacky-sack heads happy.
I don't put much stock in combining the rest of the universes into U7 because it's rooted in the idea that Shin said that the number of planets in U7 is abnormally small, when IIRC he actually said nothing of the sort. All Shin said is that there are 28 planets with life in U7, and I'm pretty sure nobody said anything about that being a unusual number by any means.
WE know that's a small number because we know physics, but Sci-Fi Writers Have No Sense of Scale. 28 planets with life is probably an entirely sensible amount of life-supporting planets in Dragon Ball, and the number of planets with life in the other universes is probably comparable.

Even if Vegeta only wishes for the u6 sayians to be revived, it is still literally the only one wishing for anybody to be brought back. 17 wants a boat, goku wants a strong enemy etc.
also if kale and califla do fuse I wonder why they will have to, and if their ss form will be beserk or normal or a fusion of the two that continuously exerts more and more power
Well....if the level of every universe participating in the To P is lower than what Zeno (supposedly...) wants, combining them all will still net an average lower than what's acceptable.
So all you'd be doing is reviving the reasons that this tournament was held in the first place. Except now you've just moved all of those mortals into one place.
How do you figure? All of these universes have been determined to have an average level of below 7 (if it's the same with the manga, some of them have actually been dropping), how do you average seven values below seven to get something above seven? Especially when you take in we don't even know how they determined these values?
And you're also just assuming this is only about the physical universe and no the actual people in them.
And you're also just assuming they can explain this to Zeno without him immediately wiping them out, as they've made very clear he'll do without the slightest bit of hesitation.

Reguardless of whether the mortal level goes up or not (that's admitedly just a guess on my part) why would xeno erase the winning universe? The entire tournament is to decide which universe of the lowest ranked survives. Xeno may be a fickle child but he's not going to to erase a universe that won a tournament specifically meant to grant it freedom from being wiped out.
Lets forget my assumsion and say the wish plunges universe 7s mortal level down instead of raising it. So what? Before the tornament they were already in the red, they're being spared because they won the tournament, not because of their mortal level.
Because again, trying to weasel out of the consequences of all of this. They've already been over that with saying Zeno will erase all the universes if Goku threw his match with Beregamo.
You shouldn't count on Zeno on not being fickle saving them.
And on a meta level because it would make all of this pointless.
