I really doubt that. I don't believe that Cabba was intended to be stronger than a Boo arc base Saiyan.
Like, the U 6 Saiyans roughly keeping up with their U 7 counterparts (pre-God) is questionable but I'm willing to let it slide. Piccolo should be different from the Namekians, though, since he was unique (unlike the Saiyans) and pretty much the only thing he had going for him.
He was the only one out of the entire Namekian race. Tripling the number of prodigies is a LOT comparatively.

I know you want to upsell her, but so far in everyone of her fights none of her opponents have actually taken her seriously. It was only Vegeta who finally broke the trend and he proceeded to Curbstomp her.
Goku was on the ropes and capable of nothing but dodge. Meanwhile, he's complementing her strength and the gods are talking like U2 might win just based on her performance there. They were saying stuff like "that Goku guy can't even fight back". and "her power and resolve are such that she could win the whole thing on her own". Even the narration asked if Goku could beat her! It seems pretty obvious that was supposed to be a serious fight where she had an overwhelming advantage up until Goku went Blue.

They've been saying that about anyone doing anything even mildly impressive. At this point it just seems more like empty words from the writers because they want to try and convince people that important things are going on even when they're showing obvious padding.
Which is basically everything with Ribrianne outside of the Universe 2 focus episode.

Ribrianne is one of the most powerful and serious competitors in the tournament, and her love shtick isn't just for show. She even got a scene of actual character development in the latest episode, where she feels like she's disappointing her team and leading them to lose, only for Rozie to slap some sense into her. She is just as much of a magical girl as Toppo is a superhero.
Given how the promotional material's been treating her, she's probably going to be sticking around until the end of the tournament, too, so some of you could stop acting surprised when she's not eliminated every single episode.
I'm not surprised, I'm annoyed. Barely annoyed, but still annoyed.
It being in the special doesn't actually say anything. It was the prelude, with her being unceremoniously kicked aside by Goku when he was done with her, and then being completely ignored by Jiren because she wasn't worth his time.
And, yes, she had a real moment this episode. Joke characters are allowed to have those while still primarily being joke characters.

I'm with LSBK. I wouldn't read too deeply into the dialogue when it comes to generic comments about how strong or skilled fighters are, because it's very likely that the writers are just tossing out whatever sounds exciting or impressive.
Like my example with Hit and Jiren - both Toppo and Hit's lines make it sound like he's taking full force hits from Jiren, but we know he shouldn't be powerful enough to actually take those.

I would read into the dialogue when two people are fighting and all of the dialogue is hyping up one of them. It was the same thing with Goku vs Jiren, nobody was talking about how strong Goku is because everyone was shitting themselves over Jiren. If Goku was supposed to be stronger than Ribrianne, than there would've been even one person saying that, up to and including Goku, who joins the chorus of "she's really strong".
Well, Blue's not that far off from Saiyan Beyond God, and she was utterly unharmed by Goku's Blue kick.
And before you start about Saiyan Beyond God, or whatever it's called, give me an alternative satisfactory explanation for 4th Form Freeza beating Jimmies and Frost effortlessly when we know that Jimmies is stronger than base Gohan and Frost is close to Super Saiyan 1 Vegeta.
What’s the deal with the U6 Namekians? They don’t get introduced properly, they just kind of show up after the tournament is half over, no one mentions them (including their own teammates), and I’m pretty sure in the show itself it’s never even said that they’re from U6.
It’s really odd.
