There are actually plenty of reasons to have the grunts playable over the lesser forms of main villains: whatever fits the needs of the story better.
Mooks are used in Xenoverse in horde battles and as minor villains, it's cool to have something like that rather than a string of solo fights against main villains.
I wouldn't take Appule over Cell or Boo appearing in the game at all but I'll take him over one of their less important forms any day.
And no matter how many characters Xenoverse adds, it will always be limited. They can be wiser about who makes it into the roster.
I'd like it if Roshi could be one of the new characters.
Regardless of how you feel about the man's characterization or his showing in Super, there's no denying he's the most important mentor Goku ever had, has a variety of interesting techniques, and it would be great if we could actually learn the Kamehameha from the man who invented it.
Also Dr. Gero, just so we can have an old man duel.

I want EVERYONE. I want to have Zangya, Future Trunks, and Pikkon team up and fight against Nuova Shenron, Tao Pai Pai, and Android 19. I want SS 4 Gotenks vs all the Gods of Destruction. I want Dr Gero, Dr Wheelo, Dr Myuu, and Dr. Raichi to teamup and create the ultimate artificial lifeform. Unrealistic? Absolutely. But I want it anyway.
I mean Fusions had something like 1000 playable characters so it’s not totally impossible.
Do you know what people want the most? Something somebody else has.Those are hilariously different games, it is completely unfair to compare Xenoverse to Fusions.
XV is still a fighting game series. The animations, models, and properties for each character still take enough time and resources that you just can't have everything.
That's why I suggested using an RPG for the concept, it gives you more room to explore what ifs
x3 Roshi versus Dr. Gero would be oddly amusing, maybe even appropriate for the latter fighter as a recreated "copy", in Fighter Z. Heck, while we know FighterZ is most likely non-canon (but takes place within Super), I would mind handwaving Roshi's "secret training" with his involvement in this game.
Geez, all these great brainstorming ideas for Dragon Ball games, like a Xenoverse 3, and all I can muster for XV3 is "just make the Tournament of Power the focus (roster included), and make it a fusion between Fusions' cross-dimensional tournament set-up, and My Hero Academia's tournament arc for the story". You guys...
Speaking of FighterZ
, Game Informer has revealed:
- A new stage heavily reminiscent of the Future Trunks arc's destroyed city locals (Though that may just be a coincidence; Remember those cloned Andriods of the Z-Fighters?).
- A beach stage featuring some more Yamcha and Tenshinhan.
- Collecting all seven Dragon Balls
in one match through met requirements.
- Why SSJ Blue Goku and Vegeta are separate characters: too many references to exclude from their SSJ counterparts, thus inspiring the devs to make them.
- Android #21's creation: The team wanted a "new female villain that could stand up to the rest of the cast."
- Junya Motomura and Seiji Fukumoto's involvement. Some may recognize them from Persona 4 Arena.
I swear I read a debate like that on Kanzenshuu.com. Ehhh, my money's on Darkseid (unless he pulls a Freeza with Destructo-Disc
), but I can agree that Wizyakuza's art is fantastic! (Even have his U6 Saiyan Trio rendition as one of my avatars.)

In terms of Darkseid vs Beerus, it all depends on how strong Darkseid is. His power fluctuates absurdly from comic to comic and in all adaptations, so it all depends on Darkseid, really.
Sometimes I forget just HOW big Dragon Ball is. The very first result on Google for "mastery o" is "mastery of self-movement". Over literally all other searches for the mastery of anything.
After having signed out of my Google account "mastery of self movement" is now the first result for just the word "mastery" by itself. This is over "mastery connect", "mastery", "mastery charter school", "mastery definition", and "mastery rank warframe", in that order.
Huh, weird. Thing is, it was the first thing suggested the first time I searched it, and I thought logging out would make the Google results more default. Eh, what do I know, I barely know anything about computers.

I got it as my first suggestion but I also google Dragon Ball stuff a lot and talk about it over Hangouts and in emails so yeah.
Signing out of your Google account won't change that. All of that data is likely stored with your browser or is possibly related to your IP address.

They have many different ways of tracking history than just usernames, so they can build more accurate data. Cookies are most common, because they're automatically stored by your computer by any website you browse (as it's a normal part of retrieving information from that webpage to your browser).
Cookies are also the way websites remember things like what you've got in your shopping cart as you move through pages on an online store, or remembering activity you've done on a previous visit. That way a lot of websites retain settings you've changed even if you don't have an account to link it to.

111: A Battle of Extreme Level! Hit VS Jiren!! Jiren of Universe 11, deflects the Spirit Bomb launched by Son Goku of Universe 7, and then is confronted by Hit of Universe 6. Hit let's Jiren attack him on purpose, so he can figure out a strategy against his attacks. Then, Hit uses "Time-Skip", but that doesn't work against Jiren at all.
112: Vow of Saiyans! Vegeta's Resolve!! In order to let Caulifla and the others be able to fight stronger enemies at their full power, Cabba of Universe 6 goes against Monna of Universe 4 to help his team. However, Cabba is blown away only to be rescued by Vegeta at the last moment. Vegeta, as Cabba's master tells him to fight with no regrets.
113: Having Fun! Combat Loving Saiyans Battle Once More!! Universe 3 warriors target Goku since he's exhausted from his battle with Jiren, but, Caulifla comes to his rescue. And then, she asks him to fight her. Goku is happy with her offer, but he doesn't have the strength to transform into a Super Saiyan yet, but he says that he'll slowly gain his strength back during their fight.
114: Dreadful Situation! Sudden Appearance of the New Super Warrior!! Goku's attacks overwhelm Kale while he's fighting against her and Caulifla, and the tension gradually increases. Then, she transforms into Super Saiyan Berserk...
