It's just that now Goku keeps forgetting, and no one else seems to care, even though he only died because of Goku, and he's helped the group too many times to count.

King Kai probably just changed his mind. It's been over ten years; maybe the other Kais mocking him is somewhat canon(or at least Broad Strokes) and he wants to be wished back so they stop making fun of him. Back in the Cell arc all death meant for him was having to fix up a new house
I imagine that if there is a "super afterlife", it's only obtainable if someone dies outside the 12 universes. Since Frieza ended up in "Earth's Hell", I assume that wherever you die, you go to the proper section of the afterlife in the universe you live in. I imagine that Zeno's palace is the default afterlife. Zen'o doesn't want anyone dying in the tournament because he doesn't want them touching his things
This is probably going to get King Yemma confused. When Future Trunks was dead in the main timeline, he wouldn't get how the paperwork says that Trunks is alive(the baby) yet also dead and an adult at the same time. I'm not sure if either the test tube or adult Cell had an actual soul(King Kai says he does, but he may not be sure given Cell blurs the line between machine and living being), but if so that probably caused a bit of confusion as well. Then the Universe 9 assassins pop up and assuming they aren't erased with Universe 9 King Yemma's not going to be able to find the paperwork needed to judge them
