The locals might have been dangerous enough in numbers to be a threat to Raditz, and he wanted another Sayain to help watch his back (Vegeta and Nappa weren't exactly the type to overly concern themselves with their comrade's well-being).
Also, the fact that Raditz expected Goku to be stronger than he, in and of itself, demonstrates that Raditz had imperfect information. It was reasonable for Raditz to think that Goku would have been stronger, it just wasn't correct.
Is it Seripa, or Fasha?
Are people going to stick with the name "Tanipu" (where did that come from anyway?), or will they convert to "Gine"?
Lastly - reading the Wiki, it says that Old Kai's enem was Beerus
, and that the enemy was strong, but not as strong as Majin Buu. Da'fawk?
Or, like everything else to do with Beerus, it was retconned to fit him in. Beerus is like Danzo in that he's responsible for everything.
After all, the reason for Old Kaioshin being sealed was completely changed (from his enemy fearing the ability to getting into an argument with Beerus).

Well there are five ways to look at it:
1) Plot hole, just like you said
2) He lied or embellished, as suggested above.
3) Beerus was weaker back then, as someone pointed out, and feared Old Kai would power up someone who could beat him, so he sealed him away.
4) Beerus was weaker, so asked Old Kai to power him up, but like Gohan, got impatient, and sealed him away, and only realized afterwards that it had worked (hence the argument).
5) Old Kai was wrong about why he was sealed, and made a logical assumption based on what he knew.

Eh, you're probably right. I can be pretty inconsistent about who I'm willing to give the benefit of the doubt to. I admit I'm likely overthinking it.

Between Saiga's Plot Hole theory, and that one, it's pretty much a tie.
The alternate theories are just me playing around. I'd say that we should probably wait to hear what Toriyama has to say as an explanation, but I'm no longer sure if I can trust him.

Maybe Raditz didn't know all that much about Earth and the power levels of its inhabitants. Thinking about it more it makes a lot more sense if finding Goku was something Raditz came up with and largely did on his own. There's no reason for Vegeta or Nappa to think he was necessary. Now why Raditz bothered is another question since Raditz doesn't seem the family type.
