One Strip! One Strip!Yeah. I thought it was just that he hadn't fully perfected it yet and that's why it took so long, but no. The 5 minute charge time was due to needing both arms to do it and being forced to make do with one.
Remember that blast he and Krillin fire at Nappa when Gohan chickens out? Some thing that's why the proper version of the technique looks like, but no one knows because he never uses it again in manga canon after the Raditz fight.

But since he had enough stamina for two shots it would probably be smarter (from his perspective) to regrow the arm and take one shot without the lengthy charge.
He also didn't even know about the tail weakness, his plan would have failed without that. And even Goku's naievty didn't matter: Raditz later reveals he could have escaped by cutting his tail off, so it was only Gohan's miraculous rage power and Goku's sacrifice that made Piccolo's plan work.
And after Raditz and Goku establish that Raditz can remove his tail to get around the weakness, Piccolo formulates a plan to target Nappa's tail. Because Piccolo is an idiot.

Wait. Wasn't the thing with the tail something Goku said he could have done (which he didn't when Goku grabbed him the first time).
I thought that was only brought up to justify Goku giving him a full nelson and letting Piccolo shoot them both?
It also doesn't help that, once again, he never uses it again (officially) in the manga—barring the Nappa incident, which might be a generic ki attack even with the spiral—so people only have the first use to go by and that kinda stuck.

One Strip! One Strip!I personally don't really care much about that since Raditz being Goku's brother is superfluous anyway. You could have just had him be a fellow Saiyan and the result doesn't change all that much.
It is kind of funny to think how Anime tends to make a big deal out of familial relationships most of the time, particularly between a pair of brothers, but then Dragon Ball is like "Who the fuck cares about Goku's brother, nobody that's who"
