So in order words, don't take his words at face value.
Fact of the matter is, Super runs less on Power Levels and more on Power Tiers. There's a clear hierarchy (The Saiyans are still the strongest, with Goku being at the top), but the line is more blurred to allow the lower tiered characters to actually do something useful,
The problem is, it just means you can never actually get a true measure for anyone's strength as opposed to before as they're all as strong as what the plot demands of them. Yea, it's good as it allows a more varied cast, but it's really annoying when you can't pin point how strong someone is supposed to be.

"I am Alpharius. This is a lie."The fact that Kuririn was berated so much for letting his guard down, and that Frost ran away, makes it sound like he needed the cheap shot. It makes no sense for him to smoke bomb against a weaker opponent, or to berate Kuririn if his opponent was strong enough to take him out if he was on guard anyway.
In the anime he does it because he's put in a tight spot, but then reveals he allowed that to happen so it's a wonder how necessary it was.
There's too much about the scene with Kuririn that doesn't make sense to assume anything but the writers forgot/ignored Frosts' strength because they wanted to make a point about Kuririn leaving himself open and thought Frosts' willingness to fight dirty suited their needs.
I don't think Frost being stronger was the point, but rather that Krillin could have at least defended himself instead of getting cheap shotted. Losing while trying to succeed is a lot more reasonable than losing due to carelessness, which is why Krillin was berated...he was careless.
As for Frost running from 18...well, I just assume he's a dick and that's that.

That rumor that they grew stronger over time due to their infinite energy generators was just that: a rumor. Neat idea, but 17 got as strong as he is by training on a remote island surrounded by wild animals and poachers for years.

He only ever gives actual information relevant to the next episode or previous episodes, and he changes his information as the information available to us changes. That tells me that, while he may work on the show itself, they don't actually tell him much about their plans for future episodes.
He's valuable as a source of information and hype, but he can only be expected to be about as consistent about Power Levels as the show itself is on a week to week basis.
