It's actually not that easy given what I've read on Anime production in recent years, and is in fact very fucking hard. Especially since Super isn't a seasonal anime, but a continuous one. Also since Toel have millions of workers and properties that they're working on.
And no, this isn't justifying their work on Super, but I see a lot of people seem to be under the misconception that they simply don't care, which is outright false.

A lazy millennial who's good at what he does.It would be much, much harder to produce this stuff if they didn't have things planned that far in advance. A production this size just can't wing it.
The specific example - a couple of minor characters using a detail from earlier in the arc to make sense in upcoming episodes - is really not that hard to plan at all. They could leave it down to a single writer to handle if they really needed to.
That's assuming it even came from Toei, and not Toriyama's notes - if Toriyama just explained it in a note than they didn't need to do much at all.
Just a reminder that the original Dragon Ball manga was published weekly and Toriyama managed to set things up fairly well there despite winging it. It's not perfect by any means but it's leagues better than Super.
Hell, it doesn't even require that you plan ahead. Like Saiga said, you just have a character in a future saga expand upon some seemingly random detail from a previous saga and no one will ever know that you didn't plan that in advance.

In any case, I never meant to say that they don't plan anything at all, but rather they don't plan out meticulous plot threads in advance. They probably think like "Hey, this thing we introduced before sounds cool, let's focus on that"

Regarding myself, a younger me, at the time, would have been really excited. I remember being somewhat spoiled by DBZ Kai's intro during its Nicktoons run, that I wanted a new series in addition to a remastered series.

Not really a discussion here, but for ongoing shows like Dragonball Super, the planning for each episodes are usually done weeks in advance. For example, it's highly likely that the cuts for episode 109 are already in the hands of the animators, while pre-production is already being discussed for 110.
Shirobako, while lampooning the animation process in general, stresses that "winging it" very difficult, as even minor changes can set a production back severely. And while it's possible to do things down the wire — see the infamous issues with SEED Destiny — it's something small studios would rather avoid, and even big studios like Toei or Sunrise would rather do without.

◊ Sometimes if I were a little younger and not as aware of many things, I would excuse Super's flaws more or I wouldn't be as aware of it. I would happy to have Dragon Ball and I would had excused Super even more. Maybe it isn't a matter of age or wisdom but I know that I would enjoy it even more if I were younger.
So...I was looking back at the pages before Resurrection F came out, and got to the point where we saw the leaked image of the SSGSS forms for Goku and Vegeta (in the form of toys); Cortez literally said this about it when he asked what we should name them:
Super Saiyan Blue?
Toriyama doesn't really use stuff others have done though, and when he does, he often puts his own spin on it (such as re-telling Burdock's story via Dragonball Minus).
So I doubt we'll be seeing the Time Breakers in Super.
