I don't know if it's happened with Dragonball specifically, but yes, it's real.
Compare the prices for an American Blu-ray vs a Japanese Blu-ray. Now consider that virtually all American anime releases have the Japanese voice track on them, and America and Japan are in the same Blu-ray region.
If you're living in Japan and want to buy Blu-rays... why wouldn't you buy from America? It's about a third of the price, even with shipping taken into consideration.
It's why Japanese releases are always several months ahead of American ones, and why Japanese releases often have exclusive extras in them. They don't want their target audience to buy from overseas.

but the gist of it is that japan's blue-ray prices are incredibly fucked to the point that it's better to import from america
the reason being is that the anime market is also fucked in japan, so companies jack up all anime merch prices (namely blu-ray releases, of which often have better animation but only 3-4 episodes of content) to absurd extents in order to make a profit. i'm talking dozens of thousands of yen for this stuff.
and in case you're wondering, yes this does contribute to the problem of the anime market not gaining a better foothold in the japanese market (as new or casual fans won't be willing to spend all that money in order to get into the genre)
in any case, it's significantly cheaper to buy the same content in the US and import it since the prices are normal

Oh yeah its a serious thing, that is likely the biggest reason for the delay in official subs for Super.
Companies will put a timed delay on versions which can be reverse imported, enforce them to be hard subbed in other languages or not allow the japanese track to be used.
Atlus was a huge offender, the only 360 game to be region locked was Persona 4 Arena cause it had the japanese track, the western release of the anime was dub only, and all their games until the delayed P5 game were dub only.
Ya know, you'd think they could solve all of this by just making their products competitively priced. They don't even have to be cheaper. Just be the equivalent of, say, 10 USD more expensive to buy locally and people will probably start buying locally for the convenience.

I'm glad that the game seems to be going for a completely original story. Even if it contradicts canon in places (and I'm certain that it will), it gives it the chance to be a lot more fun if it's internally consistent.
