My theory is that Gods of Destruction are promoted, and then given their own universe to rule. It would actually make twin brothers working on twin universes have some sense, since no one else have that dynamic. Goku and Vegeta were offered the job, but I don't think it means ruling Universe 7, Beerus may be lazy, but I doubt he would leave his privilege.
Also, something to point out, but other than Beerus and Champa, none of the Gods have spoken with their twin counterpart, except for Quitela and Sidra.
And in that shot, we can see Quitela not caring a bit about Sidra, but Sidra does seem to respect Quitela. I wonder what is their deal.
Also, I heard of the Goku plotting something theory. During his fight with Hit, Hit said "we are just pawns", and Goku said "Not forever". Then Goku talked with Vegeta, and Vegeta wondered why Goku is so hesitant in using Frieza. Then Goku talks with Frieza, and Frieza, with shock on his face, ask him if he "is plotting something", which Goku confirms.
Is... Goku really plotting something? "The work of the gods end here"... What does it mean?

Everything holding you back.Given the wide variety of forms among the Gods of Destruction, and the fact that Whis offered Goku the job, I imagine that they're ascended mortal beings. Extremely rare mortals who obtain power like that of the gods and are transformed into an actual god by some means or another.

See, most of what he says for the 16 idea tracks pretty well, but he's forgetting one thing:
If Tien still delays Semi-Perfect Cell before he can catch 18...then without 16 to slow her down, 18 would very well be able to escape. It was only because she was carry 16 that she failed to get very far. Not only that, but with no Ki signature to track, she'd be impossible to find. Then Vegeta shows up, and since 18 isn't nearby to allow him the opportunity to absorb her, Vegeta gets sick of fucking around and kills him.
Therefore, I'd argue that 16 dying would actually prevent the situation from getting better WORSE.
As for the other two...the Super Saiyan 3 one could work, but Vegeta's never been good at scaling other's powers against his own, so it's unlikely he would notice, but if he did, it'd probably lead to what he's thinking about.
In regards to Black being killed early, I can see it. Future Zamasu is still a thing, but he'd be less of a threat even with Immortality. One good Mafuba (with the fucking tags this time) and boom. Problem solved.
