Besides, "we don't attack people while they're transforming" may as well be a rule in this franchise. The only person who ever attacked anyone while they were transforming was Future Trunks attacking Cell when he went from Semi-Perfect to Perfect, and he failed because Cell had a barrier.
Attacking someone while they're charging up a big attack carries a different context than when they're transforming (it's a singular technique from the same opponent instead of an opportunity to fight a stronger version of that opponent), and thus doesn't work as a comparison.

In every instance of a prolonged charge up or transformation in the manga, the other party always had a reason for why they wait. Against Freeza, Vegeta et al "waited" because they were paralyzed with fear. Freeza "waited" for Goku to go Super Saiyan for the same reason (even though the transformation didn't take that long in the manga). Goku let Freeza power up to full for reasons he states directly (he wants to demoralize Freeza by beating him at his best). Piccolo et al "wait" for Cell to become Semi-perfect because, again, they were paralyzed with fear (that and there was nothing they could do). Cell waited for Gohan to go Super Saiyan 2 because he wanted to see Gohan's full power. Majin Boo waited for Goku to power up to SSJ3 (which didn't take nearly as long in the manga) for somewhat similar reasons.
It's a gag, sure, and I might chuckle if it came up in a casual fight but not in the ToP.

Not really, their gag manga origin never really went away.
@Black Yakuzu 94: But jumping to conclusions over solicit/summary is an overreaction, because won't know the context until we actually see the episode.
Again, it's like how some overreacted about the summary for episode 100 saying Caulifla was going to ask Goku how to transform into Super Saiyan Blue.
The actual context was Goku telling her that she can't unlock Super Saiyan Blue yet and that while she probably can reach Super Saiyan 3, she should focus on mastering Super Saiyan 2 first. Which is a completely fair assessment.

I don't remember people overreacting about Caulifia asking about Super Saiyan Blue. I mean, that's stupid too, but most people seem to find it charming, I guess.
People did react badly to more Kale, and nothing we saw seemed to change anyone's opinion on that. For reasons that several people went in depth about and yet were still accused of "complaining for complaining sake" and other meaningless attempted shutdowns.
Saying anyone who doesn't like the sound of something is overreacting just by explaining why it sounds bad to them, doesn't make you come off well either.

I don't even care one way or another.
People want to riot, fine. I'll call Golgom and ask them to stage the nicest Political Statement in existence.
People want to find it funny, they can, and should. Good laughs are hard to find.
I mean, if they all give Goku sour looks when he says it, I might find myself cracking up pretty hard, even if it is dumb.
As human beings, we have the freedom to like what we want, complain about what we want, or complain about people liking or complaining about what we want.
...I just realized something: Universe 6 being a Bizarro Universe where the Saiyans are good guys, it make sense that Earth—which is constantly threatened by outside forces, barring Red Ribbon in Universe 7—is so warlike that it wiped itself out.
They also likely didn't any dragon balls, and thus no analogue to King Furry to wish themselves the ruler and usher in an era of peace.
That plot point used to really piss me off, but now I totally get it.
