I'm not sure if he does.
I mean, when it comes to Toei, he seems to actually like some of the stuff they've done (Bardock, Super Saiyan 4), and he came up with the fusion earrings so as not to step on their toes when they beat him to the punch on fusing Goku and Vegeta.
And it's been said that he only monitors Toyotaro when it comes to gags, and is apparently lenient on everything else. It's seems he just lets them do their own thing when they want to.
One Strip! One Strip!At the same time, anything Toriyama suggests or is in his outline might as well be a commandment from God. Toriyama has far too much respect and high standing in this regard for Toei or Toyotaro to do otherwise.

I guess that's why it works.
As long as they don't go against what he's actually done in the manga, they're all free to expand on things as they see fit. This does create the problem of constant contradictions since you can never be sure of when Toriyama will make up something new that goes against Toei's attempt at Adaptation Expansion...even in those rare cases where the expansion was perfectly good in it's own right, as was the case with The Bardock Ova and Dragonball Minus.

One Strip! One Strip!At this point, I doubt Toriyama really cares, or at least as much as when he was the head writer. Toyo tries to show him respect while doing his own thing, and Toei add things they feel like long time fans will like.
Evidently, it's working because Super is damn popular despite it's issues. Not that popularity is indicative of quality, but there are clearly more people that like (or at least tolerate) Super more than hate it, and that's likely attributed to it being...Dragon Ball.

Like remember how everyone overreacted about the previews saying Caulifla asking Goku how to become a Super Saiyan Blue? Which ended up being Goku telling her she's not ready for Super Saiyan Blue yet and that she could reach Super Saiyan 3, but should focus on mastering Super Saiyan 2.
So maybe we all should chill.
Also, Ribrianne isn't literally merging with her teammates.
It didn't make to a 100 episodes. Unlike OG Dragon Ball, Z and now Super.

You say that as if this franchise didn't start off as a gag manga disguised as an action manga; we know for a fact that Toriyama loves his gags, it's why Goku never kissing Chichi and Goku forgetting the Mafuba tag were in his outline.

I guess we've been "complaining" for the past 1000 or so pages of this topic. Or rather, I guess this entire forum is "complaining" huh.
Look, I don't mind being called out on an "overreaction" if it's LEGITIMATE but nothing here has suggested anybody is overreacting to anything. We saw a piece of media that we didn't like and voiced our concerns and criticisms over it. In what way does that count as "complaining"? From how you describe it, we've been doing nothing but being /a/ and complaining about everything with no actual input.
We get it, you like Super. Any criticism that myself or anyone has shouldn't be bothering you in that case, so why do you feel the need to downplay people giving CONSTRUCTIVE criticism?
