Except it's not his most stamina draining form, Super Saiyan 3 is. And really, how is it his most stamina draining when he's been practically spamming it since the Future Trunks Saga; seems more likely that he and Vegeta just mastered the form like they did with the original Super Saiyan form, and again, it's only in the manga where Blue has been shown to be worse than 3 in the stamina department. This is the anime, so the same rules aren't going to apply.
Let's see if you can get past my Beelzemon. Mephiles, WARP SHINKA!I'm using the show's own logic. He outright called it stamina draining a couple of episodes to justify why he wasn't using it. And now he's using it when he doesn't need to?
Didn't count 3 because he doesn't use it seriously any more. Even if I did, we don't know that it's more draining than Blue - he's never opted not to use 3 for its drain before, so his behaviour can't be used to compare.

Didn't Whis say like 2 episodes ago that Goku and Vegeta can't spam the transformation because it would drain too much of their stamina?
Of course, this was after Goku had already used SSB rather than a normal Super Saiyan transformation to get released from that bearhug, so that's kind of another point in the "inconsistency" side.

Apparently the Toei writers or Toriyama or whoever doesn't understand that constantly spamming the new "cool" thing just makes it seem less cool, faster.
Of course, if Goku is getting a new transformation during all of this that might be intentional. But even with that, that problem just means he'll start using that for ever little thing too.
I mean, he didn't use 3 for every little thing; he only tried to use it against people he knew he couldn't match without it (Buu), against someone who was asking him to go all-out and who he was cocky against (Beerus), and to show someone that 2 wasn't the pinnacle of Saiyan power anymore (Future Trunks).
I thought Blue was cool...that aura especially.

Let's see if you can get past my Beelzemon. Mephiles, WARP SHINKA!Welp, that fight with Caulifa was fun.
Kale ruins everything though, in more ways than one.
And Jiren is still a boss. Next up, The Pride Troopers get serious.
One Strip! One Strip!Blue could have been cool if it had more to it than just a recolored Super Saiyan. Like, even slightly different hair would have been more interesting.
This song needs more love.Don't forget Hit.
Anyway the perk of God Ki is unsensable energy I suppose. That can be pretty useful.

He's holding back by using his most stamina draining form that he said he wouldn't use. It just doesn't make sense, and the level he sandbags at (plus the transformation usage) does not match how he used to act - not in the manga, and not even in other arcs of Super.
It's not fair to expect fans to come up with their own explanations for the inconsistencies when the show either offers weak ones or doesn't offer them at all. If that doesn't bother you, if your own explanations satisfy you: that's fine. But they won't work for everyone.
His appearances in Second Coming and Bio-Broly just show him having outright blonde/golden. His concept artwork also just shows him with golden hair. So no, I don't think green is the 'true' colour of the form, but just a product of the control device - given that it originally gave him purple/blue hair in Super Saiyan (which returned to gold from Second Coming onwards) that makes the most sense.
I mean, this isn't even the same form, so I think they just picked the green for the extra shout out and to be more distinct.
