One Strip!Really, Toriyama left the series with Gohan as the strongest normal fighter in the universe, it's just Toei Animation screwed it up with GT by basically making Goku and Pan the only ones allowed to do anything significant, up until Vegeta got Super Saiyan 4, and even then that really didn't accomplish much besides allowing Super Saiyan 4 Gogeta to be made. Even Toriyama screwed him over if Battle of Gods is anything to go by.

Let's see if you can get past my Beelzemon. Mephiles, WARP SHINKA!Toriyama still screwed up in the manga by shoving him aside and bending over backwards to make Goku the hero again. Just because Gohan was still the strongest doesn't mean he got out okay, and his power level isn't the biggest problem about GT/Toei's other post-Boo stuff, it's his role and how he's handled. Being nerfed is part of that, but it wouldn't be much better if he kept his power and they still forced him to stay out of the plot.
I know Gohan has no compunction about fighting to help people. Thankfully it's still not everyday that people need his help.
I mean, in the Buu arc Videl still had to blackmail convince him to enter in the World Tournament, and after he heard about Goku coming back just to enter, spending time with his dad seemed to become the main motivation there. Then stopping Buu.
Gohan's Saiyan blood means he can enjoy fighting, but he won't go out of his way to pursue it, and he doesn't normally spend all of his time training the way Vegeta and Goku do. If he did train he'd probably outmatch both of them, but it's just not a concern of his.
If being a major part of the plot involves violating Gohan's character then frankly I want no part of it.
I could have sworn Dragon Ball Online had a thing where Gohan wrote a book that taught normal people how to use ki.

This. Gohan becomes the strongest in the universe, but still doesn't do crap.
The Mystic/Ultimate Gohan powerup let him save Goten and Trunks from Super Buu, but also pushed Super Buu into starting to absorb people, whereupon Gohan was quickly outclassed. Ironically, Super Buu would go on to absorb Gohan, and took his luck with him, getting to show off for a little bit and then being immediately outclassed by Vegito.
With the sole exception of Perfect Cell, Gohan's entire fighting career is a history of surprising bursts of strength, getting to be awesome for a brief and fleeting moment, and then getting curbstomped immediately after. He's a walking Hope Spot; powerful, but unreliable.

According to Dragon Ball Wiki, Tien and Krillin also opened rival schools to carry on the Crane and Turtle rivalry, while Goten and Trunks opened a swordsmanship school. Between Gohan's book and the characters all taking on students, advanced martial arts and ki control became commonplace.

Making Gohan a fighter isn't violating his character at all. You're basically basing everything off him slacking off in the Boo arc, but that's because he expected peace to hold. And this was a mistake, due to the problems it caused. He doesn't need to be a fighting/training junkie to have succeeded Goku as Earth's protector, but he can keep his skills up to par out of necessity rather than letting himself grow rusty. It's a part of his character that he isn't content with just sitting on the sidelines while people are in danger, and people kind of do need his help every day - that's what the Great Saiyaman is about.
And while it's true that he was eager to see Goku, he was also passionate about fighting on Babidi's ship even when they were underestimating the threat - especially when it came to fighting with Dabra.
There's really no reason he can't still be a scholar if he were to become Earth's main defender. There's plenty of downtime between threats.

Would it really have mattered if Gohan had become a Super Saiyan 3? I mean, didn't the hidden power Elder Kai unlocked essentially max out his power and make him stronger than a Super Saiyan 3 by default? But if means anything to you, Future Gohan, that's right, Future Gohan, became a Super Saiyan 3 in Dragon Ball

Also, it really speaks volumes of how much Memetic Loser Yamcha is when he's the only major member of the Z-Fighters that doesn't leave any notable contributions to the Dragon Ball world when all is said and done. I mean it's pretty pathetic when you take it consideration what other Z-Fighters accomplished:
- Goku - Saviour of the world and universe on multiple occasion. Greatest marital artist ever.
- Vegeta - Significantly contributed to saving the universe. Married into wealth and luxury.
- Gohan - Saved the world. Happily married, became a scholar and wrote a book which gave an understanding of ki usage to the general public, and opened up a worldwide interest in martial arts and fighting.
- Piccolo - Saved Gohan's life and was the strongest character on two different occasions
- Mr Satan - Significantly contributed to saving the universe and (unwittingly) responsible for Gohan becoming a Super Saiyan 2. Recognized as the hero of Earth.
- Krillin - Married to the hottest and strongest woman in the show and opens a martial arts academy which becomes very popular. Strongest pure blooded human in the show.
- Tien - Only the second person to ever defeat Goku in a Martial Arts Tournament and opens a martial arts academy which becomes very popular.
- Goten and Trunks - Youngest Super Saiyans ever and together opened Swordsmanship school whcih becomes very popular
- Yamcha - JACK SHIT
...Just sayin'.
And as far as the whole "Gohan becomes the strongest in the universe, but still doesn't do crap"... you could seriously replace "Gohan" with any other character that has ever gotten a power up in Dragon Ball. Getting a power up in Dragon Ball is like getting the keys to a sports car that runs on an extinct fuel... you're a class apart from the competition and feel, as well as look, superior to everyone else in many ways, but it won't last long and once it ends, you can never have that same experience again.

I kinda wonder how becoming Super Saiyan would have boosted the Engineer class. Assuming it had ever been implemented before the game's servers were shut down I mean. Which it wasn't.
