Sure, they could. But basing off ROF, SSB Goku shouldn't be a great deal stronger than SSG Goku in BOG given how he compares to Beerus so I think the intent was that they needed the 'God' forms to actually compete in that tier.
Prior to the manga I liked to think that SSB was just SSG's power in a more convenient form, and it was stronger just from Goku's training, but that probably wasn't the intent. I'd rather it that way, though.
Ok I've been watching more Kai videos & I stumbled onto Super Buu's new voice. Ok I may need to hear but, like I know Kai has better voice-acting but I think Super Buu had a better voice & dialogue in Z. Like here's a comparison between when he self-destructed against Gohan. Like I don't know I think the original did it better especially with lines like "Your missing the point" done in a chilling calmer voice. The new voice sounds oddly deep & too gravelling for my taste. Its weird, this is the same voice actor right?

I don't feel dread at seeing U9 go out, and I don't fear another Universe getting deleted either. I don't know, my thoughts are kind of scattered so it's hard to explain myself with the words I've used. I suppose I'm ambivalent to the whole affair.
I'll admit I was taken a bit off guard by Universe 9's erasure. I think I assumed that the Omni Kings would at least wait until the tournament was over to go through with it. You know, maybe let the losing universes watch the rest of the tournament? Say their goodbyes, that sort of thing?
That, and I can't be the only one who was disturbed by Mojito's shrug and smile. I get that the angels are the only ones who are spared from erasure, but don't they care about losing their friends, their home, their people, their fellow gods? At the very least, won't it get lonely being the only being left in your entire universe?

So I think decry them for being cold to "their people" is probably a little misplaced. I doubt they actually think of them that way.

They are made that way. The race of angels clearly has a specific purpose as far as we have seen. They attend to and guide the G.o.D. Doesn't seem like they would need to or even have the chance to interact with normal beings of their universe. Plus the shut down when the G.o.D. is dead thing that usually happens makes it seem even more like they are just well made cogs in the divine machine.

The angels may just be sociopathic by nature. After all, Whis and Vados have always condoned widescale destruction and death by their God of Destructions' hands, as long as it didn't destabilize the universes, with the only concern generally being that doing so was occasionally inconvenient.
And I remember that when they first found out that the universes, but not the angels, would be deleted, Beerus and company turned to ask Whis about it and his first response was to laugh in their faces.

I doubt that's the way they see it. They probably think nothing of the mortals, and I doubt they see their respective universes as a "home."
Just a job, really. I can see Whis being disappointed because he takes pride in his "work", but it won't be any deeper than that. No genuine sorrow.

Couldn't they have also surpassed Super Saiyan God in power with a slightly weaker form simply from the training they got from Whis? Plus, Saiyan Beyond God would have to be a thing to really explain all the slice-of-life episodes where a "base" Goku or Vegeta could beat and/or match opponents they have no business matching up to in an actual base state, as well as how Goku was able to do as well as he did against Hit in the anime when he was using his "base" state.
Plus, I did kind of preface the question with the condition that all three forms could be accessed at once, so a condition implying one can switch between SBG and SSG.
