I don't know specifically, but I do know the game balance in that series is all over the place so it's probably related to that.
That doesn't even make sense. So the old lady from the village Oolong terrorized should have never been written out? Characters being written out is a completely natural thing.
Well, the primary/secondary/tertiary division is subjective and changes a lot for different mediums (film being the biggest one).
By some definitions only the main character is primary, which bumps everyone else down a grade. That's too far in one direction. The other extreme is that anyone with a repeat appearance is secondary (which may be valid for film, as repeat appearances don't happen without much reason). But in comedy, tertiary characters can have multiple appearances for the sake of a running gag.
There is a gulf of difference in the importance of Lunch and a secondary like Yamcha. It is very clear that she was not intended for a secondary role, and she doesn't deserve anything. Also, she wasn't forgotten - she was written out, and we know Toriyama had her in mind for at least 3 of the 4 arcs she didn't appear in.
Launch did not exist solely for a gag. She had a character beyond that and sometimes she helped out on situations. She was around long enough and prominently enough to more than qualify as a secondary character.
Also, don't forget that she hasn't even been mentioned at all in all five arcs of Super so far. Again, Eighter has more consistent appearances than her, and I'm not okay with that.
I never said she existed solely for a gag. That was one reason tertiary characters may reoccur. And tertiary characters can help out, which she's only done very rarely anyway. Her appearances are incredibly minor, the tournament announcer has comparable screentime.
I'm not forgetting it, I just don't care about Super.

Well that depends on the person. Some people don't mind it, while others fucking hate it sometimes. Both games are pretty solid all around and every character is unique in the respective game.
But honestly, neither Blazblue or Guilty Gear at their worst even comes close to the silliness that the Fist of the North Star
video game they made.
This game is a treasure.
If you're interested, Guilty Gear and BlazBlue have a pretty..."interesting" lore that you can read about. They're pretty extensive by fighting game standards, and I personally spent a lot of time filling out Blazblue's since I'm such a fan.

A lazy millennial who's good at what he does.Anyone who's wondering how Supersonic Warriors 2's balancing worked: each character had a preset amount of stars they're worth which was also how strong they were, and there was a limit to how many stars you could have total on a three man team. Sounds fine, except there were ways to maximize the amount of stars possible for your team, and how much each character was worth was almost arbitrary and really oddly biased. The stars also still applied in Story Mode, so it led to things like Kid Gohan's first fight being against Super Saiyan Goku in the Time Chamber.
1 Star: Kid Gohan, Ginyu, and Dr. Gero
2 Stars: Krillin, 18, Freeza, Future Trunks
3 Stars: Goku, Piccolo, Vegeta, and Mecha Freeza
4 Stars: Teen Gohan, Super Saiyan Trunks, Semi-Perfect Cell, and Cooler
5 Stars: Super Saiyan Goku, Super Saiyan Vegeta, base Gotenks, and Metal Cooler
6 Stars: Perfect Cell, Fat Buu, Super Saiyan 2 Kid Gohan, and Broly
7 Stars: Super Buu and Super Saiyan 3 Gotenks (and Majin Vegeta, though he only cost the same as Super Saiyan Vegeta)

also i want to point out that she really WASN'T around for that long, or used much. I'm not sure why being present but in the background is so harmful either.
