Given how they're described as "punks" rather than criminals, maybe they're like the Greasers of the 50s, or "insert favored counter-culture movement of your favored decade".

Caulifla certainly doesn't seem all that bad. Relative to Saiyans like Nappa i mean.
As for 17, he certainly seems to be one of the strongest on the team, even if he's not the third strongest.
it'd be like trying to use the Infinity Gauntlet on the Living Tribunal. It'd have no effect and the Living Tribunal would just undo everything you did with the damn thing.
Then again, the Living Tribunal was recently killed by Order and Chaos. Though admittedly, it was because the new cosmic hiarchy wasn't set yet.

Also, I've been watching more of Mistare Fusion's videos.
For the most part, a lot of what he says is stuff I've said myself (and I'm sure there have been others who've beaten that horse) however, with his third video on the Frieza Saga, I finally find myself partially disagreeing with him.
He says there was no reason for Krillin and Gohan to hide their powers from the first two scouts they met upon arriving on Namek, and that because they did so, these two guys destroyed the ship.
I can see the logic. If they'd just kicked their asses right from the get go, Kami-colo's ship wouldn't have gotten all shot up, leaving them in such a dire situation in terms of escaping. However, if they hadn't lured those dudes in, and if they'd known how strong Krillin and Gohan were from the get go, they'd have called for back up that was far stronger, and our heroes might have died right away, or at least they would have been more actively hunted than they are.
That's my thought on the matter. I can't deny thought that the ship getting wrecked was a direct consequence of not taking those two dudes out right away. I wanna hear what the rest of you think on the matter.

They definitely would have been caught much sooner. As it was, Frieza ignored them unless they were right in his face, and that's why they got as far as they did.
