But Whis never elaborated it could be someone from one of the universes not competing.

Yep. We've never seen him judging anyone who wasn't killed on Earth. And when Buu was genociding humanity, he complained about being overworked: if he judged all of reality, a few billion souls should not be a huge burden.
He's based on a Chinese deity if I'm not mistaken, and the Chinese imagined the afterlife as a Celestial Bureaucracy, making something like "Judge of the Dead" just a job title, not something that the god literally is as part of their being. There being multiple Judges for different planets makes a certain amount of sense in that case.

Anyway, I caught it. Now that it's going down, I have to admit I'm curious to see how this will work.
Frieza was smart enough to at least ask if killing is allowed, and Goku has clearly told him of the full consequences (including not fucking with Zen-O), but still. This is a guy with massive tunnel vision. It's a miracle he can see past his nose, so it's a matter of when he botches things for the team.
There's gonna be a sudden but inevitable betrayal. It's only a matter of when really.
I'm still pissed they got us hyped for Buu and then screwed him again, but at least we can look forward to Frost vs Frieza.
