I don't know if it means much, but at the very least Xenoverse 1 and 2 have been treating the first two Broly movies as canon, which leads me to believe that the DB Universe considers them canon as well seeing as Xenoverse directly calls out non-canon material as being from an alternate universe/timeline or whatever.
It's not like the movies contradict anything either, so I really don't see how they couldn't be canon.
"There's not a girl alive who wouldn't be happy being called cute." ~Tamamo-no-MaeBroly can technically fit in but it still runs into issues like forgetting Cell exists or acting as if Goku is suppossed to be stronger than Gohan at the time.
The movies are there own thing and there really is point trying to intergrate them into the main story.
