@Handsome Rob: No, because of the Samurai Jack Season 5 marathon (11pm-4pm EST) that ran through most of Toonami's timeslot. Normally, Super premieres first around 8pm EST at the start of Adult Swim, before reairing that same episode again around 11:30pm EST during Toonami.

Likely due to Turner's broadcasting deal, Super's dub can only be viewed through Toonami and Adult Swim's website. It's the same reason DBZ Kai's dub is not available on Funimation's site either.

Now, this is just my theory, but I think the newer characters pick up more influence from Toriyama's design changes because there is no old style version of these characters to compare to. I don't know whether Toriyama specifically wanted them super scrawny in comparison to Goku/Vegeta.
I thought it was a Planet of Hats sort of thing. Like, Cabba was initially scrawny and wide-eyed to further illustrate the differences between him and the Saiyans we know, particularly Vegeta. And then some time later when it comes time to design other Saiyans from Universe 6, Toriyama goes "let's just have all of them be scrawny, why not?"

Besides, after Trunks and Goten gained their Super Saiyan forms without effort, the fact that there's alternative methods to reaching Super Saiyan is not all that surprising.
