Well, like I said, this is the third time they've done this:
1) Resurrection F, where Buu fell asleep right before the fight with Frieza (so that he didn't just candy beam him right from the get go);
2) Universe 6 tourney, where he fell asleep during the tournement (which combined with the Monaka thing meant they were down two members, all for the sake of creating fake tension since Goku and Vegeta more or less beat everyone);
3) And now this, to bring back a guy who's utterly untrustworthy.
I'm sick of it. It was kinda ok the first time, but now it's just clear they want Buu out of the plot. Just goddamn use him already.
One Strip! One Strip!What amuses me is that they're clearly aware they're reusing the same plot device with Buu by having Beerus acknowledge it in universe.
Come to think of it, I notice the elements from the Buu saga are actively downplayed in Super: Trunks and Goten pretty much being background scenery, and Buu's general treatment and the apparent absence of fusion outside of special instances. And everyone calling out Gohan for being lame as the Great Saiyaman.
Meanwhile, more fandom popular elements are favored: Freeza, the Androids, the human characters being relevant. SSJBKK.
Was the Buu saga unpopular or something in Japan?

There's a Vocal Minority of American fans who hate the Buu saga, so maybe the same thing's true of Japanese fans. And this is just speculation, but it might be part of the reason why Dragon Ball Kai originally ended at the end of the Cell saga.
re: Buu swapped out for Frieza.
It definitely seems like a Rule of Three gag care of Toriyama.
That, and Buu's combo platter of powers seem to be something that the writers struggle with, as you'll eventually come to a situation where people where ask: "But what happens if he does THIS (insert Buu power here) during the tourney?"
Frieza, by comparison, just hits things, usually until the offending party dies. It's really simple to write.

I think both versions of Frost would hate Frieza for different reasons. Manga!Frost is obvious, but Anime!Frost would consider Frieza to be a violent, spoiled brat of a thug with only delusions of class and zero pragmatism, thus making Frieza the inferior tyrant.
