It might have been Toriyama's idea at the start but a lot of the current Dragonball Super staff are former Pretty Cure staff so it stands to think they took it to the next level.

You know Goku has been stated to be pure of heart and has very evil intentions but if Dragon ball were a more darker manga, Goku being pure of heart could lend itself to sociopathy and worse. Good thing, Goku is not that kind of guy.

Well considering she is striking that pose and giving happiness ("Shiawase") instead of getting it and such, that had to be who they were going for. It would be funnier if it was Kanae Oki voicing her but listening to it again it doesn't seem like it.

Caught me, but still, the Super Exciting Guide only said that people don't have family names where Satan lives.
So then it doesn't apply to the entire world. So unless there's a statement somewhere that says as much- it's bizarre to me that we assume "Brief" is Bulma's dad's real name and not his surname considering doctors typically go by their last name. If that is the case that his name really is just "Brief" then what is Bulma's mom's name?
Panty is Bulma's sister, Brief is her father, her daughter is Bra. What's left, Corset?

Some do, some don’t. For example, “Son” is Son Goku’s family name, but Vegeta doesn’t have a family name.
However, the way he answered it... wasn't all that good at clarifying things.

Also remember the whole 'other language' thing, In Japanese her name comes out sounding like 'Panchy'. Pantsu would be the Japanese name for Panty.

It's not bizarre to make that assumption when lack of surnames is the norm. Surnames are associated with very traditional families. If Doctor Brief really doesn't have a surname, what else would he go by? He'd go by his title, and his name.
By the way, the manga shows Bulma on a West City digital registry, and she has no surname.
