I never knew I wanted a parody of magical girl transformation sequences (most obviously Toei's own Precure) from Dragon Ball but I got it and I loved every second of it. I don't know whose idea was this but it does feel like something Toriyama would have come up with.

We really haven't.
It's just never said in the manga so everyone assumes it's true for the entire franchise. "Satan" and "Son" are the two exceptions and no one else can or should have a last name.
Even Dr. Briefs is just "Dr. Briefs" because apparently doctors even go by their first names in this fantasy world laden with dinosaurs and monkey-tailed children. It's not the most absurd thing I suppose.
But I like the puns involved in the "Briefs family" and their naming choices, so I continue to say "Bulma Briefs." Because just saying "Bra" and "Panty" is kind of lame.

Then Bulma pre-empted him, and the rest was history.
