Fortunately for him, it was a joke.
A guy can survive anything if it's played for laughs.
One Strip! One Strip!I remember re-watching the Cell Saga a short while ago. I was coming at it having seen the entire series, having seen Mr. Satan is actually a really cool and funny guy. Also first time I saw the Cell Games so many years ago, I had no knowledge at all of Dragon Ball.
Coming back to Hercule in the Cell Games with all that on my mind, I really hate the character at this point. He's a living mockery of these characters we love. He spits in the face of all the struggles they've endured. He represents the fact the world at large has no respect for real heroes.
I can't find him amusing or likable here.

You know, guys, there is a reason I use Tenshinhan's original Japanese name over his English name of Tien Shinhan, and it's not because I think the Japanese version does everything better. I use Tenshinhan's original name because everyone referring to him as Tien completely removes the fact that, in the original, Ten is Chiaotzu's nickname for him. It's similar to how, in Japan, Bulma almost exclusively refers to Goku as Son. Toriyama seems to like the idea of a character's closest and oldest friend having a special nickname for them, and the absence of both of these in the dub has always bothered me a little.

Son isn't a nickname, it's just Goku's surname. I actually found it weird that she refers to him by it considering how close they are.
I mean, maybe it means something different since most people don't have them in the Dragon World, but still. Like, Piccolo calls him Son too, are they especially close?
Iunno. Like you said, not many people have last names in Dragon Ball, so it's a bit muddy how we're supposed to take it. Personally, I think with Bulma it's a term of endearment, since she's known him since she was 1.5 times his age, and with Piccolo it's supposed to be a sign of respect and professionalism.

He's just a jerk.
Who cares if he represents the whole world's ignorance of the Z-fighters...
They don't want the credit or deserve it really. Not off Namek.

Rules of the Internet 45. Rule 45 is a lie. Check out my art if you notice.Uh, what? How many times did Goku save the world in DB? 4 times that cometo mind. Okay, Oolong can maybe take the credit for Pilaf but Goku is responsible for stopping Red Ribbon, Piccolo and Piccolo.
And then there's Z where they again stop genocidal maniacs in the form of Raditz and Vegeta.
Also I just realized two of the previous threats our heroes stopped are actually at the Cell Games, as heroes. Hm. Oh well.
So, after an hour of MS Paint, we can see how Cell without the goddamned spots that make him a pain to animate would look like...
◊ Guess he still looks good enough, so I don't know what the hell was Toriyama thinking when he added the spots.
(Check out the original artist, the one in the watermarks; I'm not taking any credit or whatever)
Also, looks like Toriyama is a fan of Alien; between Piccolo, Freeza and Cell, you can find most of the signature body elements.

@Pushover Media Critic Zamasu mentioned seeing many planets going into countless wars, and he was the North Kaio (At least according to the manga), so that's where most of my info comes from. Rumsshi being responsible, at least in part, to Zamasu low opinion on mortals and Gods is an Implied Trope.
