The manga and anime are both following Toriyama's outline. If an element exists in both version then that means it was almost certainly in Toriyama's outline. That's the metric we've been using to judge what is absolutely canon to Super and what was created by Toei/Toyotaro for a while now.

As often seems to be the crux of things with Super; the "Goku and Chichi have never kissed" joke, is an example of flanderization that just doesn't really make sense even if we're supposed to take it as true.

At this point, Toriyama clearly doesn't give a fuck about consistency and just writes what he enjoys; it may not be everyone's cup of tea, but it is what it is.
Sometimes I get the impression that he preferred writing stuff like early Dragon Ball and the Boo saga as opposed to all of that action stuff that people all over the world know.

One Strip! One Strip!It just never ceases to amuse how the perception of Dragon Ball changes depending on where you are. Because good god was (and to an extent, still is) this series the embodiment of American Kirby Is Hardcore in the fanbase.
Everyone came up with their own pretentious OC's, new Super Saiyans, Linkin Park AMV's, Dark Fics.
Meanwhile Toriyama be writing poop and sex jokes.

It shows that Goku's periods of isolation did not imprint on him many cultural aspects of society, in this case in the romantic aspects.

You don't need to kiss for sex, but I doubt Chichi would be okay with never kissing her husband, and I don't see it never coming up.
That's not the kind of thing Goku should be oblivious to, nor is it the kind of thing I'd envision him having a problem doing.
Even taking them having children out of the equation, it just doesn't line up reasonably.

More than half the world does not kiss romantically. Chi Chi herself might not like to do it as well.
Looking up the numbers, 23% of Asia do not kiss.
They probably do other things to show affection, we might have even seen it on screen but innocuous to us, but it does not have to be kissing. With Goku a kind of blank slate Chi Chi can well teach him what she likes and Goku might want to do something different, it would be weird to us but fine for them.

You do realize that means the vast majority do, right? Chichi is very clearly romantically interested in Goku, and if "not kissing" wasn't strange in the Dragon World (or Japan) it wouldn't work as a joke. It's supposed to be outrageous.
As I said before, even if Goku had no concept of kissing growing up (which I believe) I don't buy it not being explained to him or never coming up in his marriage.
Also, are you equating "making out" with pecks on the checks or lips?
All that being said, Chichi's and Goku's relationship doesn't particularly interest me, but I get why other people would be bothered by this, at least as a part of what annoys them about Super.

The problem is less that Goku and Chi-Chi never kissed (though I swear that she kissed him on the cheek late in Dragon Ball), it's that the idea of being married equating to kissing is completely foreign to him when even Vegeta knew about it. I don't buy that in all of this time, Goku has never seen a married couple kiss, whether it be Gohan and Videl or Bulma's parents or whoever.
This song needs more love.Do remember that they live really really far away from Bulma. And even the area around the Ox-king's place its just a different culture than Bulma's.
