That is simply not how the Martial Arts Tournament works. The fight is until ring out, a fighter's unable to fight or they surrender.
No more, no less.
The fact that the fight wasn't even stopped when Tao Pai Pai pulled a blade on Tien should tell you that they don't really enforce the rules very much.
(Also important: the rules are frequently impossible to enforce anyway because most, if not all, the fighters are usually several orders of magnitude beyond what your average security guard would be able to handle)

The more I think about it, the more I wonder if my real issue is that, like others, this is Videl's only fight in the entire series. Her one battle is her getting crushed utterly.
If you like the character, that's an extremely bitter pill to swallow.

Because it's their job.
If a fight is too one sided, the referee is supposed to step in.
That isn't special treatment, it's the rules. These aren't fights to the death, remember?
That's how it is in every combat sport.

Tao Pai Pai was disqualified, but I saw no monks jumping into the ring. The fight was not stopped.

has already told you that you're wrong regarding the referee's job.
Videl ain't a 'muggle' though. In fact, she probably has more ki training than Spopovich does.

Then they should've already called the match like halfway in...but that's never been how it was portrayed. It's only just being down for 10 seconds...didn't really matter how though considering how many times characters got up during a countdown.

Oh right. The ten count. They use that when someone isn't clearly knocked out, but isn't getting up I believe.
C'mon to think of it, Videl never stayed down long enough to allow a ten count, and old Spopovitch would pick her up before that could even happen as well near the end.

That was clear from the very beginning. Everything we had seen, and everything everyone had said prior to that made it clear that Videl was the superior fighter. Why did it only take you until that moment to realize it? Or are you saying it because you thought that was actually up for debate?

Yeah. I've considered that as well. If he's willing to pull her back in when she's about to fall out, I'm sure putting a hand over her mouth would have been easy as well.
I do think that the situation isn't totally unprecedented. Consider Goku's fight with Jr. Sure, at that point, there was no way to actually stop Piccolo beyond Goku winner, but the tournament announcer has seen a situation where one fighter had the other at his mercy like that. He should have perhaps put in some kind of rules patch stating that in the even that one fighter is unable to fight back, but unwilling to surrender, he can choose to stop the match.
But that's perhaps me expecting far too much.
I mean, she almost fell out of the ring earlier and he didn't try to stop it until the second time (when he knew she could no longer save herself).
We can be sure, because she still had the strength to say no.
