But... in that event it's still hurting a stronger opponent. The point still being that we have an example of a stronger character getting hurt by an inferior opponent, and potentially more if we look past manga canon.
Frieza having to dodge it is him being aware of the attack, unlike Goku, and despite being at a level of power we assert should automatically nullify inferior attacks (like Gohan's when he goes berserk on Frieza) it still hurts him.
It's implied that it can hurt stronger opponents, but didn't it fail to so much as phase Cell?

In regards to what Roshi did with the staff to Pilaf's plane...it probably happened because it was funny.
I mean, there might be more to both, but at that time, Dragonball was more about it's wacky humour than anything else.

Second, the scene with Chichi and Roshi doesn't support your argument in any way. Roshi wasn't caught off guard and tried to block the helmet blade. He just couldn't do so, because he was too weak. Roshi's power is obviously nothing compared to RF Goku.
The Kienzan also doesn't work, because the Kienzan is an established technique that can cut through beings much stronger than the user. The dumb ring laser was not established as that at all, furthermore, the difference between Kuririn and Freeza, while quite big, is somewhere between 10-20x greater. Nothing compared to Sorbet and RF Goku's gap. And finally, Freeza and Goku are completely different in mentality. Goku doesn't even leave himself open like that, and criticized Freeza's fighters for doing so. It was a flaw invented for the movie, and all logic was dropped to make the scene work.
Yes, we have examples of weaker opponents hurting stronger opponents. No, that does not mean any weaker opponent can hurt any stronger opponent, and it does not justify every instance of this happening.

Toei's filler isn't even consistent with itself, so I wouldn't assume all filler has happened even in the anime version of Super.
