Vegetto going to level 3 just to beat Buff Buu? Jesus! Overkill much?
Ginny couldn't do that because Freeza knows of the technique and would just dodge. If you're taking the EU into account, he also knew about Cooler. Cooler's henchmen alone would slaughter 1st form Freeza (Ginyu would not be able to transform), so it's no surprise Ginyu didn't try it.
He's just Pure Buu with the South Kaioshin absorbed. Nothing else. Buutenks also said he was the strongest Buu to ever be formed. Buuhan said the same later. So Buff Buu should be a lot weaker than those two Buus. He is stated to be stronger than Super Buu, though.
We also did see him fight in the anime... well, if you count one shotting East Kaioshin and absorbing Dai Kaioshin as fighting at least.

Somewhat cryptic. Here's what's absolutely concrete though:
Buuhan > Buutenks > Buff Buu > Buuccolo 1 > Buuccolo 2 > Super Buu > Pure Buu > Mister Buu
In my own opinion:
Buuhan > Buutenks > Buff Buu > Buuccolo 1 > Buuccolo 2 > Super Buu = Enraged Fat Buu > Evil Buu > Mister Buu > Good Buu > Restricted Fat Buu
Fun fact. There are two Buuccolos. One has Goten, Trunks, and Piccolo absorbed, the other just has Piccolo, and is briefly seen while Buuhan reverts to Super Buu.

Let's just clarify which is which:
Restricted Fat Buu is what it sounds like. Fat Buu's power keeps rising the angrier he gets. For example, Piccolo said his power shot up after Dabra insulted him. Last we saw, before he split, he was right in between the Super Saiyan 2s and Super Saiyan 3 Goku. He was stated to be able to curbstomp every SS-2 at the same time but was dominated by SS-3. Goku could have beaten this Buu. In my theory, he was only unrestrained right before he split.
Good Buu is the Buu that forms after Fat Buu expels the evil from his body, forming Evil Buu. Basically Enraged Fat Buu minus Evil Buu. He loses to Evil Buu and gets absorbed. This forms Super Buu.
Mister Buu is the one Vegeta yanks out of Super Buu's body. Yanking him out causes Super Buu to turn into Pure Buu. Logically, if Evil Buu and Pure Buu are different, here has to be some difference between Mister and Good. Going by the fact that Pure Buu is standing right there, Mister is the 2 Kaioshin fused by Majin skin. He fights Pure Buu and goes on to become one of the gang.

Why is Buff Buu stronger than Super Buu? Is Dai Kaioshin still lowering his power level?
My Tumblr. Currently side-by-side liveblogging Digimon Adventure, sub vs dub.Slightly. However, Super Buu still gets MOST of Buff's power, as well as the increased intelligence and reduced savagery that Buff didn't have. So it's a good deal. If Super merely had a slightly higher power level but no intelligence, he wouldn't have been able to plan ahead, and either Gotenks or Gohan would have killed him. It seems like the last bits of power are still somewhere inside Mr. Buu, but not usable by Super Buu, and leave with him when he's ripped out.

I've always been confused about what the hierarchy is for the "Gods" that were introduced in the Dragon Ball Universe. As far as I know:
- Shenron: God of... Wishes?
- Kami/Dende: God of Earth
- King Yemma: God of the Afterlife
- North Kai, West Kai, South Kai and East Kai: Gods of the Universe
- Grand Kai: God of the Gods of the Universe
- Beerus: God of Destruction
- Supreme Kai's: Gods of the God of the Gods of the Universe and Gods of Creation
Is there something I'm missing here? Because all this seems so damn confusing!

I'm reasonably sure the Grand Kai is anime filler exclusive and does not actually exist in canon, which would make the Supreme Kais basically the canon version of the Grand Kai, as Gods of the Gods of the Universe.
I can't say for certain, but I think this is how it works: King Yemma isn't really a god so much as he is the doorman to the afterlife, performing the duty of judging souls and checking them into their final resting place. The Kais are gods that govern the living universe, while the Supreme Kais...I don't know. Govern the afterlife?

I can't decide which is cooler.
