The ones that absorbed ki are 19 and 20. And even so it seems that they converted it to some other kind of energy because, again, they can't be sensed.
However, that still doesn't change the fact that Gero would likely find a way to increase Goku's power without losing access to his ki. We know he can do organic modifications and Goku wouldn't need the infinite power generation, he'd just need his natural biology's absolutely broken traits to be enhanced.

What other characters in anime do you think would be able to ride the Kintouin / Flying Nimbus?
I'm curious as to who else would be capable.
One Strip! One Strip!Well, you've got characters like, say, Sakata Kintoki from the Fate franchise, who would be able to ride it because he's pure of heart in a similar way to Goku, he's not really a good person, per se, but he's basically a giant overpowered manchild.
Then you've got characters who are outright Pure Good, like Zordon. Most of the Power Rangers, indeed, I could see riding Nimbus. Especially the uber perfect original cast of Mighty Morphin'.

If 'Pure Evil' works, it broadens the list a lot, because most children's series tend to having flat villains who are pretty much pure evil.

Something along the lines of that Goku is in the sense that he purely wants to fight and get stronger, and there's no malice there, but at the same time he didn't want people to think of Goku as necessarily a "good guy".
If anyone wants to look it up that might help, but the gist is, Goku not having any evil in him was never meant to imply he's entirely good.
