Another thing to think about, wasn't the Frieza Army dwindling before the Resurrection F Saga? I remember Sorbet saying that they only had a few factions left and that some remaining colonies were rebelling against them before Freiza returned.
In fact, I'm pretty sure the army that was on Earth during that saga was the whole thing.
Also, how big is the mortal universe when compared to the godly universe, because I honestly can't wage the scale with this map.

I've always found it weird how the series often introduces something that would logically expand the scope of things quite far, then immediately puts a tiny cap on what can be done with it.

The only reason I can think for such and small and specific number is to justify why only Earthlings are in the tournament - the Sayians and Buu aside, you'd think there would be someone stronger than Roshi at least. But this could be just as easily achieved by saying there are too many planets to check in the time they have.
They could've just as easily justified the Earthlings Only thing by simply having Goku go "but I want to fight with my friends", since, ultimately, the only important fighters are Goku and Vegeta.

Considering how strong Frieza was simply because he was a unique being it prolly would not have been that hard to add in an alien character and say that sometime in the decades that followed Frieza's death something was born with an unnaturally high power level that can challenge a Super Saiyan.
Hell Broly was strong simply cause he was a natural monster like Frieza as well. Life forms born ridiculously powerful are a common sight.

Least of all being how Cell feels on the matter, you know, getting blown to bits every 30 seconds to increase his own power level. I'm rather of how TFS portrayed him freaking out when Kenshiro blew him up -stat boost or not, having your torso explode and living through it can't be fun.
Let's assume Beerus is the one who does it because Goku isn't that callous and Vegeta probably wouldn't help Cell get stronge...

...let's just drop that train of thought and assume Beerus is the one who does it. What's the right amount of explosive force to ensure Cell is near-death but still able to regenerate? Because Beerus will probably start with "blow up the world" and adjust from there, but by then it'll be too late. That, or Beerus just Hakai's Cell by mistake. I suppose they could keep reviving him until Beerus gets it right, but let's move on.
Also, I'd have to imagine that Cell's strength would only increase to the level of Goku and Vegeta's, pre-god forms. So he'd have to hold hands with Gohan, Kid Trunks, Goku, Vegeta, and Goten - imagine that seance - to get past that block.
But after that point he'd pretty much be ready to go and whoop ass.
I kind of wish Super would reference Cell at some point - like what would Beerus even think of a creature that is Freeza, Goku, and Vegeta all blended into one? Intrigued? Disgusted? I seem to recall Whis and/or Beerus being irritated at the idea of the Androids existing so maybe there's some godly decree about genetic modification - maybe he'd destroy Cell on the spot.

He flies off and starts murdering planets left and right like he planned.
