I guess Power Levels are 100% irrelevant by this point, if Goku and Gohan imagine Krillin to be strong enough to put up something resembling a fight against Basil and the Next Episode Preview indicates that he's actually way stronger than they estimate he is.

That's pretty much fanon, because nowhere has it been said he introduced them to subvert them and that goes completely against him doing the opposite and repeatedly showing that the actual numbers are accurate, just not the methods the villains used to measure them were.
In Japan, concepts like Battle Powers are very popular. It's westerners who have a distaste for them.
Goku can be hurt by bullets, Krillin has apparently received a permanent SSJ 3 level power boost (or possibly greater) off screen, Roshi is apparently now stronger than Yamcha and Chaozu...

This Very Wiki is full of lies and completely unsubstantiated claims. Do not believe a single thing you read on the wiki.
Obviously it's a generalization. But it's still easy to observe what is popular on a whole, I'm not claiming what every westerner/Japanese fan thinks, just what is more popular there.
Like it's not a generalization to say Dragon Ball is popular in Japan.

Some Dragon Ball fans just take it very literally with actual numbers like from Freiza's scouters. Given that this is shonen, however, you also have to assume that power levels can be very fluid. One guy can suddenly be very weak for little explained reason while a weak character can become strong very quickly as the plot demands.
So basically, did the humans just jump up a few tiers in the power levels arena? Yeah. Why? Because. Its anime/manga. This happens.

I always roll my eyes when people talk about the general western opinion on something smaller because it's almost always something I've seen different opinions on in various places, so it makes me think that when people say the general Japanese opinion on tiny aspect is X it's because there hasn't been effort made to look into a variety of places.
That's kind of hypocritical unless you're also researching it yourself.
In addition, you're making a large assumption that people who talk about trends don't know what you're talking about - which is a generalization in itself.
The different opinions on battle powers can be seen in the fanbase easily enough - it's one of the most common complaints you see pop up, and yet you also have many fans obsessing over them. The Saiyan arc is where Toriyama was trying to introduce ideas to make Dragon Ball more popular with Japanese fans, which is also where battle powers were introduced. Furthermore, the concept is very prevalent in popular Japanese media (compared to western media) appearing in many other shonen titles.
It's not just something to determine looking at Dragon Ball.
