I wouldn't want Xenoverse bringing over all of the Heroes what ifs, some of them are pure garbage.
Anyway, it's not fair to compare games to different generations - none of the PS360 era games had content on par with the PS2 era games either. With every generation it gets harder for the developers to create games using the same development cycle they've been giving. Xenoverse 1 had to be given a lot more time to get where it was, and the developers admitted they wanted it to be more like Xenoverse 2 to begin with. Then they weren't given much time for Xenoverse 2, and are hoping to get a longer development time for Xenoverse 3, if there is one.
We likely won't get PS2 era levels of content in a home console game ever again.
Thing is, Xenoverse 3 with a longer time than Xenoverse 2? That might actually work. Xenoverse 2 only needs some refining to get the mechanics down better this time around, and from then on, they can focus primarily on having content, IE stuff to do, over desigining the game itself.

- Mira (or Towa?) goes back in time.
- Brief cutscene of something being changed.
- You go back in time and prevent that brief thing from happening by making the fight go as it did canonically.
Seems like kind of a waste. Why not do something like send Buu to the Saiyan Arc or have Android 13 team up with 19 and 20?
I do hope Xenoverse 3 brings "perfection" into the mix, since Xenoverse 1 is okay, 2 is better, but still okay. 3 needs to be the one to be good.
And since the Zamasu arc is going to be half finished with the DLCS (We are getting Rosé and Zamasu, still no Vegito Blue, Rage Trunks or Merged Zamas), I suppose we're going to have more freedom on X3 (I just hope they don't have the dumb idea to release the game while the Tournament of Power arc is being released).
Android 13, Gero or 19 not being included is a huge waste. At least 13 makes more sense than Meta Cooler!

Xenoverse 2 had some of that like Cooler showing up to help Frieza in both of his arcs and Broly interrupting Goku and Majin Vegeta's fight but there wasn't nearly as much as there should have been.

This song needs more love....okay, the Prima guide for BT1 says that Dragon Ball was about the martial arts antics of Goku, who is, and I quote, "a terribly small boy with some terribly fearsome powers, which he used to keep the vile Red Ribbon Army (and its maleficent leader, Dr. Gero) in check."
