Raditz' view on Goku was a Category Traitor and/or No True Scotsman issue
I should note, that Budokai Tenkaichi also had a lot of what-ifs. Like Frieza winning and going on to beat Cooler, Cell winning and going on to beat Super 17 (somehow), Buu winning and going on to beat Janemba, a tournament story involving a time travelling Kid Goku, and even a story where a bunch of the villains team up to kill the Z-Fighters, and basically betray each other at the end and have a giant battle royale that basically destroys all life on Earth. That last one is really weird, since it had a lot of the villains batting outside their weight classes; barring Legendary Super Saiyan Broly beating Super Saiyan 2 Vegeta, you got Super Bojack killing Ultimate Gohan, Mecha Frieza beating Super Saiyan 3 Goku, Cooler beating down fucking Super Gogeta, and either Super Baby 2 or Super 17 (or both), killing Super Saiyan 4 Gogeta.

Not sure which game this is from but I recall two missions where you control Vegito & Gogeta & have them face off against each other. After the fight they realize their both stuck forever fused but they decided to live their lives anyway with them even going to Bulma & Chi-chi as their new husbands. Which fusion did Bulma & Chi-chi each get?

I don't even care if there is a 'story' at all. Just have some sort of excuse plot, and have the game be all about What If? scenarios.

Just tiny scenarios that unlock a thing they could easily tweak on their side in little time.
Towa throws an artificial moon during the Raditz fight.
This one would be the hardest since they don't actually have models for Oozaru Raditz or Gohan.
Towa boosts Gohan to Super Saiyan during the Raditz fight.
Unlocks SSJ Toddler Gohan
Towa saves Raditz after getting hit with the Special Beam Cannon.
Unlocks Raditz (hole in chest)
Towa boosts Gohan to Super Saiyan before Krillin dies on Namek.
Unlocks SSJ Gohan (Namek)
Towa boosts Future!Gohan to Super Saiyan 3 while fighting 17 and 18 the last time.
Unlocks SSJ 3 Future Gohan
Tons of stuff you could do. They already have presets for all of this stuff. A baseline of animation and it sells.

They could've done a great deal many things that could've helped the game be more fun.
Like, for instance, fights in which for once we don't fight on the side of the good guys.
Budokai Tenkaichi 3 let us play the Bad Guy when they were supposed to win, sometimes, I think, so why not this game?

Like, I remember facing Dabura after beating down Majin Vegeta quickly as SSJ 2 Goku. Or not using the Final Explosion against Majin Buu and facing Babidi. OR BEATING NAPPA WITH CHAOZU.
I mean as good as it is it gets tiring constantly retreading battles especially with the fact your not really doing anything besides providing backup & in some cases stalling for the actual heroes to finish the boss.
Xenoverse did does some good stuff though. The climaxes of each arc are pretty great like how you team up with Goku to battle both Frieza & Cooler, go up against an army of Metal Cooler's during the Cell Games, going toe to toe with Broly during Goku's battle with Majin Vegeta & pacifying Beerus' rampage due to the Kai's screw up with Whis.
There are some genuinely good stuff there.

But seriously though, Xenoverse really should start stealing from Heroes. Alternate forms, mostly, that would go with the What If? Scenarios that they should be using.
Because in all seriousness, the Xenoverse series is probably the biggest amount of Wasted Potential Dragon Ball has ever seen.

Dragon Ball Minus may be flawed, but Kid Raditz was always a bright spot in that comic for me. I don't know why I have a soft spot for an asshole like Raditz, maybe is that What if story mode in Budokai tenkaichi 2.
To win, you need to adapt, and to adapt, you need to be able to laugh away all the restraints. Everything holding you back.
