Basically, I can kinda see it as possible, and I can kinda see it as looking a bit too deeply.
Either one is viable.

I suppose hearing him flat out say billions of lives are insignificant to him makes a difference, even though that was always clearly the implication.
Not to say it doesn't work, because it does and the voice actor nails it, but they're just homing in the "evil/callous" so much it's going to make him being basically harmless and goofy again later a bit weirder.

Sure he prolly won't find someone to give him a good fight but it be fun to follow in Master Roshi's footsteps & beneficial to teach Ki to a wider audience. Especially if he's successful as he could wind up with a lot of possibly paying students that also get Chi-chi off his ass.

Hell, none of them do. They only train people who come to them. Roshi lives on an island by himself where few know where to find him (though Krillin found a way).

He trained Uub so he could fight him at full power (since that's the reason he wished Pure Buu back in the first place).

It's more, that if he trained people, then maybe there would be more people (better people to protect Earth).
Though that's also flawed since the guys who'd show up would be league above human as per usual.
One Strip! One Strip!That logic doesn't really follow. That one evil person happened to become "not evil" doesn't guarantee that everyone else who is evil will. Frieza's an easy example of that to point towards, and if you're going with potential Frieza makes a lot more sense, as the whole Golden Frieza arc/movie shows.
Edit: But really, it's probably because no one thinks about them at all.
