When I was a kid I absolutely despised 19 for having such a fugly design so I was cheering when Vegeat beat his shitty ass.
Frieza & the Great Apes were very menacing & the Ginyu Force were just plain fun.

It was his previous editor and friend, who no longer worked with him and had no authority over him. Toriyama simply took his advice on board because he trusted his judgement.
Toriyama wasn't forced to continue the series after Freeza, in fact that was when he had his most lenient editor.
Perhaps that's a result of his editor too; I mean why else would 18 stay in the same vicinity as Cell knowing he wants to absorb her instead of getting the fuck out of dodge or Vegeta actively helping Cell become perfect?
That seems too much of two characters simply carrying the Idiot Ball to progress the plot, and it being apart of the decision to get through Semi-Perfect Cell would make sense.

18 staying is something that would probably happen because if she left, no-one could find her. No ki signature, no fucking clue where she'd go, nothing.
Besides, she makes it very clear that she is staying simply because 16 can't leave with her in his damaged state.
It'd be something he'd do doesn't make it any less of a dumb decision.
And that's uh...kind of my point; Cell wouldn't be able to find her either. It'd probably stretch the arc out a few more episodes, but the point I was making is that most of the period between Cell absorbing 17 and becoming perfect makes a bit more sense to me if his editor at the time told him to hurry things along to get to his perfect form.
A lazy millennial who's good at what he does.It being a dumb decision is not evidence of editorial involvement when dumb decisions are the default. That's what I mean. Vegeta doing that is perfectly reasonable for his character at that point, it's not something suspect.
And no, it wouldn't be a few episodes... there isn't a way to resolve that problem. 18 isn't found FOREVER unless a new plot device is introduced to solve that. No-one can sense her or knows anything about her. So I doubt that Toriyama would want to separate Cell from the Androids again when he had to rely on a convenience to get them to meet in the first place.

And I agree, I was just pointing how quickly and abrupt all of it went down, not that it went down at all.
And we'll never really know what Toriyama originally had planned, but we do know that his decision to rush through Semi-Perfect Cell was mostly an editorial influenced one.

To be fair the first few villains of Dragon Ball Z were an alien species that turned into giant monkeys, and a space emperor wearing a thong and purple lipstick.
And let's not even get started on the Ginyu Force.
